I am Brian Carter and I am a lobbyist for the Iowa Conference of the United Methodist Church. We are registered against this legislation because we see it as expanding the access people have to gambling by allowing cashless betting. We see any expansion or increase in the ease of people to gamble as dangerous to the people of Iowa. We believe the effects of cashless wagering is a continuation of making gambling easier, which in turn makes the addiction to gambling easier. If you have not studied the effects of this change, I urge you to not move it forward until the study has been done. Thank you for your consideration, and allowing me to make these comments.
