Thank you for noting our comments. I am Rev. Brian Carter, Legislative Advocate/lobbyist for the Iowa Conference of the United Methodist Church. We are registered as against this legislation, HF2009, because we have seen several studies and sources including the Waterloo Human Rights Department that raises serious questions about the effectiveness of SRO's, and to the contrary links SROs to the increased likelihood of black and brown students to be incarcerated or leave school with criminal records. We are fearful that making SROs available through a different funding source might encourage School Boards to hire more SROs.
