The vast majority of states with breeder laws inspect USDA facilities just like any other facility. Missouri, with 831 USDA breeders doesnt just defer to the USDA to regulate those. And same with Ohio with 364 USDA licensed breeders. Those states provide oversight of commercial breeders in addition to USDA any regulation, and those states have more breeders than Iowa (with 237 USDA licensed facilities).
