I am Brian Carter, .Advocate for the Iowa Confererence of the United Methodist Church.We are declared in favor of HF 223 want to strongly support this expungement legislation.We believe our justice system should be based on restorative justiceafter correction a person who has served their sentence should have te opportunity to move on with their lives. We believe this is best for the offender, the state, the community of which he is a part.We believe this a a good first step. We commend the state and the corrections system for taking this first step. We urge your approval.
