As a Software Engineer this bill is alarming. We all saw what Amazon did to Parler while the overwhelming majority of U.S. Capitol rioting was planned via Facebook. All rental vendors must be bonded.The same bidding/procurement practices should be used for rented computers as owned computers. I'm still being retaliated against by Iowa State University for reporting fraud to the State Auditor in the $1.1 million purchase of around 400 servers in 2008. The VP of Finance defrauded the National Science Foundation on power or cooling. The equipment sat negligently depreciating for the better part of a year while new power and chilled water lines were trenched to Durham Hall.This WorkDay purchase without meaningful open bids stinks. There is no legislation that will cure a failure of the Legislature to take oversight.
