A bill for an act relating to the determination of a student’s district of residence for purposes of open enrollment payments and including applicability provisions.(See HF 316.)
This bill just clarifies the certified enrollment date as the indicator of which district is the resident district for purposes of special education costs associated with an open enrollment. The existing language, which states the child's "first" district of residence can be difficult to ascertain responsibility with families that move between the start of a school year and the count date. Since the resident district on the count date receives the special education weighting associated with the student, it makes sense to align that to the responsibility for payment.
