HSB 785 offers a refundable credit of up to 10% of a qualifying investment that includes site prep and building construction. Taxpayers would underwrite a large share of the construction, yet the bill sets no standard for who builds it.Please amend HSB 785 to require that any business receiving this credit: Commit to hiring Iowa tradesworkers, prioritizing the local region. Have registered apprentices perform at least 15% of construction labor hours. Report workforce hours to IEDA, with noncompliance treated as a breach subject to the bill's repayment provisions.A $1 billion rural project is a onceinageneration opportunity to train the future builders of Iowa.
