Dennis Bloom [Iowa Resident. Tax Lien Buyer since 1985]
Iowa has probably the finest tax lien laws in the country. From top to bottom they are the most efficient in the country. They have developed and evolved over the last forty years that I have been involved with tax sales. Over the years thoughtful changes have been made to make Iowa's laws very efficient and workable for property owners and investors alike. A lot of thoughtful input has come from the great treasurers we have in our state that are in charge of administering the laws at the grass roots level. Two treasurers that come immediately to mind are Kris Rowley of Dickinson Co and Angie Dow of Page Co. I think both have supplied thoughtful input to make minor changes that were needed over the last 20 years. They should be listened to at this critical time because they are indeed the boots on the ground and will be in charge of administering whatever the law is in the future. Also you ought to contact retired attorney Jim Nervig to speak to you. Change only what needs done

The current laws governing the tax sale process have worked for years. In my mind's eye there is no over enrichment by the tax lien buyer. The property owner has had ample time to pay his taxes or sell the property if he wanted to retain all the profits above and beyond the taxes and penalties. The property owner's problems shouldn't become the tax lien buyers problem. If you want to take up an injustice within the tax lien process, you should be looking at who you allow to participate in the tax lien process. You currently are allowing people outside the state to hold tax liens. Although this does bring in some money to the state, at the time or redemption, more money leaves the state than was ever collected. That is money that never gets spent here on goods, services or additional taxes. Please STOP allowing anyone who isn't a resident of Iowa to participate in the tax sale process
