I strongly oppose this amendment to HF/SF 2466. The version being advanced was not clearly identified, not publicly vetted, and does not reflect the stakeholdersupported agreement developed with IACVSO, ISAC, and the American Legion. That alone should stop this process.Substantively, this amendment shifts authority to the Iowa Department of Veterans Affairs, an agency that is not the subject matter expert on federal VA claims. County VSOs are federally accredited and work daily within the U.S. Department of Veterans Affairs system. IDVA does not.Centralizing control, imposing metrics, and tying funding to IDVA standards is misguided and risks harming veterans.This process lacks transparency, excludes stakeholders, and appears driven by backroom changes. Over 95% of county VSOs oppose this. That should matter. Reject this amendment! IDVA is well intentioned but has NO IDEA what they are doing! NONE. And most counties and Veterans DO NOT TRUST THEM after everything thus far!
