At first glance, this bill seems positive. But after more critical thought, it is apparent that this is a loss for local oversight and local control. The way that ECI has worked in our area has benefitted our small, rural communities in Northwest Iowa. Regionalization and centralized control will mean loss of local boards making decisions for our own people. We know what is best for communities and we know what are needs are. This seems like an awfully big change to be making this late in the legislative session. Especially for something where local concerns matter a lot, although I am certainly sympathetic to concerns about access.

Emily Westergaard [State ECI Board of Directors]
Changes to ECI state are not well thought out, and are not the result of productive collaboration between HHS and ECI stakeholders. Current issues with the ECI system are largely a result of HHS's mismanagement of the system since it moved from Dept. of Management to HHS. Please do not give HHS more leverage. The state ECI board exists to hold ECI stakeholders including HHS accountable, and changes in this bill make that oversight less effective.
