Carl Olsen [Iowans for Medical Marijuana]

You need federal authorization under 21 U.S.C. 822(d). The board that regulates the medical cannabis program has been asking the legislature to obtain federal authorization for Chapter 124E since 2019. Without federal authorization, these are essentially federal racketeering schemes. Safe Streets Alliance v. Hickenlooper, 859 F.3d 865, 884 (10th Cir. 2017) (manufacture, distribution, and sale of that substance is, by definition, racketeering activity).
