The Johnson County Community ID program has been operating for more than a decade and has helped residents safely interact with schools, libraries, utilities, and other local services. This program was created after years of community discussion to address a practical needhow residents can identify themselves when interacting with local institutions. The ID has clear limitations. It cannot be used to vote, cannot be used to access state or federal benefits, and cannot be used to board a plane. It is simply a local identification tool. In more than ten years of operation, there have been no documented problems caused by the program. HF 2296 would override local decisionmaking and remove a tool that communities have used successfully. I respectfully ask you to oppose this bill and allow local communities to decide what works best for their residents.

The ID is limited in scopeit cannot be used to vote, access federal benefits, or replace a drivers license. It simply helps people identify themselves when interacting with local services. Programs like this encourage residents to participate in community life and interact safely with local agencies. In more than ten years of operation, there have been no documented problems caused by the program. HF 2296 would remove a tool communities have used successfully and would override local decisions. Dear Senators Westrich, Alons, and Quirmbach:I write today to express my opposition to HF2296 and in support of local community ID programs. I worked in public libraries for fifteen years, including nine in the state of Iowa. Libraris provide vital services for all members of our communities, from leisure reading to continuing education to the internet access that is vital to all of us now for everything from applying for jobs to filing our taxes.Community IDs allow local residents to use libraries and, by extension, to operate as productive members of our democratic society. Eliminating community IDs serves no purpose other than to further isolate people from civil society. I am writing to express how important community IDs are. Like student IDs, they provide many necessary functions without causing any issues whatsoever. They cannot be used in any way that would be inappropriate or unlawful. Instead, they offer identification in certain situations where no identification would create unknowns for health care providers, law enforcement, etc. In addition, local governments should be able to determine common sense measures that work in their communities without interference by the state government. Please leave community IDs, which have been successful, alone. And leave local decision making alone.

Community IDs are a valuable way to build trust and security in our communities, and provides a practical and reliable way to verify identity for those such as senior citizens or people facing financial hardship. It is a limited program that has been effective in the areas it has been intended to, and it is not meant to overtake state or federal identification forms. I am concerned about HF 2296 and its harmful impacts on those who are vulnerable in our community. Community IDs offer a way for everyone to safely interact with law enforcement, schools, banks, and agencies. Removing the community IDs will leave people without legitimate ways of interacting with these institutions. We should be protecting and including our community members, not excluding them. I want to register my strong opposition to this bill. It has helped our community for 10 years, enabling residents without the ability to get a driver's license (this includes plenty of senior citizens) to have identification to help with local interactions. These community identification cards do not work to attain state or federal benefits; they help with local public safety and stability. There is no reason now, after 10 years, to end this program. It is simply fear mongering, what aboutism, and frankly, is looking for a way to make life harder for those people who may already be facing certain hardships. In doing so, it makes local public safety concerns more difficult, not easier. People are less likely to come forward as witnesses or as victims if they do not have identification cards, and there are plenty of people who do not have driver's licenses or passports. Please focus on more important matters, like why Iowa's cancer rate is skyhigh and its water quality so abysmal

Vote No on HF2296 I am writing as a Johnson County Supervisor. Stop targeting our residents in Johnson County out of spite for our progressive leadership in this state. We value every single person in our county and want them to enjoy the same freedom to live their lives as anyone else in this country. This is why we created the Community ID program, because it is a proven mechanism for residents from all corners of our socioeconomic and cultural backgrounds to help navigate the health care system, provide safer interactions with law enforcement, etc. Republicans are making our towns and counties less safe by further eroding local control.
