While this bill allows for local economic and population growth, unlike some other bills regarding property taxes I have seen this session, it still has an assumption that they should be limited to 2 percent increases per year as a default, despite this very same bill recognizing that other taxes (on vehicles) are sensibly indexed to CPI. This provision unnecessarily makes it difficult to local governments to adjust to local conditions, will drive young workers out of the state when it causes reductions in services, and will hurt Iowa's economy. Furthermore, while I understand the incentive to have EVs pay their way for road use, we are still in a phase where we should be encouraging people to acquire vehicles that use a locally available energy source, instead of petroleum mostly shipped in from elsewhere. Please the aforementioned provisions, thank you.
