As a former Colorado State Trooper and current county treasurer responsible for vehicle registration, I want to note that neither current Iowa Code nor the proposed language in SF2343 addresses the registration renewal sticker. The renewal validation is not printed on the plate but is adhered as a decal in the lower corner of large plates and the upper left corner of small plates. Because the statute only references numerals and letters printed on the plate, covering the renewal decal is not clearly prohibited under current or proposed law. This creates a gap that may allow registration validation to be obscured, making roadside verification more difficult for law enforcement and reducing clarity in enforcement. I respectfully request that this bill be amended to explicitly prohibit covering any registration validation decal to ensure consistent enforcement and preserve the integrity of the registration system.
