This proposed bill has three items which concern me. The first is that it doesn't mention retaining the current system for people without electronic devices. The second is that it doesn't specify how this is to be paid for. The third is that the option for a third party provider sounds like an obnoxious way to funnel taxpayer dollars to someone who doesn't need them. Pleas amend this to fix these issues.
