Richard Rogers [Iowa Firearms Coalition]
Iowa Firearms Coalition is in strong support of this bill and I spoke in favor of this language at a recent subcommittee meeting in the House. Unfortunately, I will be unable to attend the subcommittee meeting on this bill on Thursday morning.This bill allows for Iowans to choose between available hunter education courses, rather than being restricted to a single course mandated by NRC/DNR. Competition works to improve quality.Additionally, since Iowa DNR recognizes course certifications issued by other states upon completion of courses other than the one offered in Iowa, it only makes sense to allow Iowans to use those same courses for certification here.The bill also makes an inperson field day optional. The field day is not required for completion/certification by other states that may then recognized in Iowa, so this change is only equitable. The field day, which I understand does NOT include firing weapons, is a significant scheduling stumbling block for many.
