Dear Representative Harris and Members of the House Health and Human Services Committee,The Iowa Oncology Society (IOS) and the Association for Clinical Oncology (ASCO) strongly support HF 2438, a bill thatestablishes guardrails around prior authorization processes in the state. Please see the attached letter for additional information. While I am thankful that the welfare reform bill included a provision for work without worry, it does not go far enough and I am hopeful that an amendment will address that. Current income limits on MEPD hold a person with a disability to only earning 250% of the federal poverty limit. This limit has not been increased in decades to my knowledge. Increasing it to 300% without including language that will continue increasing it in the future is shortsighted. This will only allow an individual to accept a raise or seek promotion that will pay them $8000 or more than their current position. This does nothing to incentivize them to advance their career. If you are afraid that costs of doing so will be exorbitant, then have a plan built into the amendment to track any additional costs, and only continue with the income limit increase if they are not offset by increased premiums, increased workforce, and increased wages, being invested back into Iowas economy.
