I am AGAINST this "Pilot Program". What is the 'problem' that is trying to be fixed by this Pilot Program? Is this REALLY necessary? How many votingeligible people in Iowa fall into this category of not being physically able to "independently and privately mark a ballot"? I would argue that IaCode 53.22 'Balloting by confined persons' could be applied to these voters being referred to by this proposed 'pilot program'. I personally have been sworn in as a Special Precinct Officer to administer voting to residents of Nursing Homes in the DSM area in 2024, and several of them were unable to mark the ballot themselves. There is a process already in place for this. Line 9 in HF2118 is esp. concerning: "in order for the voter to complete an absentee ballot by mail". Mail ballots are wellknown to be the least secure, and at a time when the outcry is to SECURE OUR ELECTIONS, this is NOT the direction we want to be going! I ask you to vote NO. Do not advance HF2118 out of subcmte.

See attachment: Iowa 2024 General Election Validity Scorecard from Unite4Freedom.com. We evidently DO have election security and integrity issues in Iowa. I do not see a good reason to open another door to a method for mailin ballots. This is found at their website, under "Resources" tab, by state.

I am a pollworker, and my county already has electronic voting devices as described in this bill for this purpose. I do not have a disability, but have voted with these machines myself to ensure I know how they work. I find that they are quick and convenient, particularly on longer ballots. Please vote Yes on HF 2118.

To ensure the pilot is effective, datadriven, and accountable to the public and General Assembly, the annual reporting requirement in proposed Iowa Code section 53.5(3) should be strengthened with specific, measurable metrics. The current language requires only a general report regarding the pilot program, which risks vague or incomplete information.I urge the committee to adopt an amendment that adds detailed reporting elements. This will help evaluate the programs success, identify barriers, inform decisions on statewide feasibility, and build confidence among voters, election officials, and disability advocates.
