HSB 691 does nothing to address damage to residential property owners and their homes from underground CO2 storage/mining/fracking. See this link: https://www.foodandwaterwatch.org/wpcontent/uploads/2024/03/FSW2403CO2FrackingRecipeForDisaster.pdf. This can include increased seismic activity, sinkhole formation, water depletion, water pollution, and many other problems. All of these projects are federally funded (with state funding as well). It looks to me as if you have allowed a select group access to information the public has been denied to lock in cooperation, and if I am right, then you have forsaken the vast majority of your constituents. This has never been a "private" project in light of the massive amount of our tax dollars dumped into it. In my opinion, it has always been about energy production and CO2 fracking/mining. HSB 692 also seeks to erase the constitution by removing eminent domain protections. When will you tell the people you represent the truth?

I have only briefly scanned this proposed bill. My initial reaction is to strengthen it by rescinding a company's right to operate a pipeline if they do not comply with requests to repair damages. I would also like to see a provision that a pipeline company pay for all legal expenses incurred by a landowner who has to go to court to force them pay or repair damages. If a landowner cannot get insurance for their farm because of a pipeline, the company should have to provide it.

Yet another "cart before the horse" bill. The basic issue at hand is eminent domain. All these other issues disappear if the power of eminent domain is not awarded to a project without public use and necessity. Let's hunker down, solve the larger issue and pass eminent domain legislation. Everything else will follow in a logical progression. Let's not muddy the waters, but focus on constitutional property rights.

While our farm land isnt currently threatened by a CO2 pipeline, the health of Iowa farm land is important to everyone. This pipeline should never happen with approximately 80% of Iowans against eminent domain for a private company. As we all know private companies fail all the time and farmers will be left dealing with the damage. Make them FULLY responsible for ALL costs, legal fees and lost productivity with no end date. Better yet, pass no eminent domain for private gain. It is meant for public projects.schools, roads, airports etc.Sincerely,Henry and Ann Bokelman

A lot of what is in this HSB691 seems to be similar to what is included in Summit's easement language. It is important that the renter of the land have access to crop loss damages. But the real issue still to be settled is providing protection against the use of eminent domain on private property by a multibilliondollar entity for private gain. Let's get that in place first. I think that those signing voluntary easements will get land and crop losses written into their easements. Trustee for property in Summit's phase 2 corridor

HSB 691I strongly recommend passage of this bill because land restoration is a top concern to landowners. Our farm in Crawford County is on the route of Summits pipeline and construction will cause tremendous damage to our property. The pipeline will cut through three terraces and an area that has been tiled. The CO2 pipeline will run southtonorth and cross an existing natural gas line that runs easttowest. This will cause boring down 20 on both sides of the gas line in order for the CO2 line to cross underneath, causing unimaginable topsoil damage. Please vote to move HSB 691 on the the full committee because it is important to be proactive on this and address land damage prior to construction.

The main topic should be no eminent domain for corporate gain. This is not for the public and will drain our water resources. It will change our lives and farm land forever.opwn is up to more corporate experiments in the future. We don't have the medical equipment or personnel to react to an eruption.

HSB 691 was just introduced, needs a deeper look, and may have time and consideration AFTER HF 2104 passes for The People.HF2104, the clean eminent domain bill requested by Governor Reynolds is primary and an imperative.South Dakota and Minnesota do not allow for eminent domain to be used for privatecompany, withoutpublicbenefit C02 pipelines. Other states are working on CO2 pipeline eminent domain legislation, as well. Ban eminent domain in Iowa for CO2 pipeline permits: to protect landowner propertyrights, to support farmland productivity, and to improve the safety of CO2 pipeline routes through negotiation.
