I feel that the Department of Agriculture has plenty to do with cover crops, buffer areas for runoff without giving them additional duties having to do with boating, fishing, hunting, State parks, wildlife management area maintenance, etc., etc. etc. Thankyou

I suspect that this is a case where the public is better served by departments in conflict with each other.
