AGAINST. House Study Bill 668 dismantles Iowas commitment to equal opportunity by eliminating affirmative action, transparency, and accountability across state agencies and education systems. By removing data collection and reporting, this bill makes discrimination harder to identify and easier to ignore. This legislation weakens workforce recruitment in education, healthcare, and public service, worsening shortages and reducing access to care and opportunity in underserved and rural communities. Equity does not happen by accident, it requires intentional policies and oversight.HSB 668 moves Iowa backward and undermines fairness, effectiveness, and trust in public institutions. I strongly urge lawmakers to oppose this bill.

AGAINST. This is yet another step backwards for our state. This destroys our equality, transparency, and accountability to equal opportunities by removing affirmative action. By removing systems in place to track this data and report it, you're giving a green light to allow future discrimination while making it harder to report and easier to ignore. I urge lawmakers to vote in opposition to this bill.

OBVIOUSLY I am very against this hateful legislation! Once again, you are proving my point in wasting people's time with hateful legislation that goes against the very fabric of who Iowa is at its core. Again, we could be passing legislation that could actually be helping Iowans instead of discriminating against different communities and minorities. Vote NO on this junk legislation!

Against. I don't know why reps are trying to sneak this in except they know exactly what this is gonna do to women and people of color in Iowa. No thanks.

I strongly oppose House Study Bill 668.Accounting is a profession that depends on fair, transparent, and wellregulated licensing systems. HSB 668 removes explicit statutory protections that prevent discrimination in professional licensing based on race, sex, and marital status. That change is deeply concerning. Licensing boards hold significant power over who may enter and remain a CPA. Removing clear legal protections does not create neutralityit creates ambiguity, weakens accountability, and increases the risk of unequal treatment.Supporters may argue that general antidiscrimination laws are sufficient. They are not. Explicit protections in licensing statutes exist for a reason: they provide clarity, enforceability, and confidence that professional credentials are awarded based on competencenot bias. This bill erodes that clarity and puts licensed professionals, especially women, at risk. All legislators should recognize the risk this poses for the future of Iowa.

Against. This is a dangerous bill.

Iowa Republicans continue their ridiculous attacks on civil rights with this bill that is transparently about empowering discrimination. But is that any wonder when Iowa's own Steven Miller, slimy Skylar Wheeler, an unashamed bigot, is on the subcommittee. I'd say more, but the fact Iowa Republicans tried to slip this Jim Crowrestoring bill under Iowan's noses by hiding it in an obscure morning meeting with less than 24 hours notice shows that they aren't interested in listening. I can only hope an overwhelming turnout tomorrow morning breaks Republican's will to enact their bloodthirsty agenda.

Against. If this bill were something to be proud of you wouldn't have given Iowans so little time to give their input. Iowans are pro hardworking families and that includes immigrants to our nation!
02-04-2026
Amanda Caraballo
AGAINSTHouse Study Bill 668 will leave many Iowans open to discrimination, and it removes the reporting requirements. Removing reporting requirements will make it more difficult to prove discrimination has occurred. This bill will only harm Iowa's communities. Vote NO.

Elizabeth Arnold
AgainstThis is a bill looking to set back civil rights decades. Affirmative action and equal opportunity improves the workplace and the state. Please consider the harm this will do to women, people of color and immigrants. This is a horrid bill.

AGAINST Any time our legislature releases a bill at the end of one day and schedules the hearing for that bill the next day at 8am, it makes me think that those legislators want to sneak it past their constituents. This bill removes several necessary protections and training. Please vote NO!
02-04-2026
Miranda Zahn
AGAINST HSB 668 because removing affirmative action, biasreduction efforts, and culturally responsive practices would undermine fairness and worsen outcomes for Iowas students, workers, and communities. Iowas equal opportunity policies currently correctly recognize that affirmative action is essential for ensuring genuine access to employment and advancement for ALL people in Iowa. Outcome data from educational institutions across the state and country demonstrate that culturally informed training and diversityfocused recruitment strengthen belonging, reduce discrimination, and support student success. Eliminating these tools would not create a more equal system; it would remove the very mechanisms proven to make Iowa more just, more inclusive, and more effective in serving all who live here.

Maxine Bellwether
I am against this bill. Stop trying to pass hurtful bills.

Against.HSB 668 isnt just a cleanup bill. It strips out the tools Iowa actually uses to see where inequities exist and whether our systems are failing people. If we cant track disparities, we cant fix them and pretending the gaps disappear because we stop measuring them is just willful ignorance. Cutting reporting requirements doesnt make the state more efficient; it just makes everything less transparent. And removing targeted support in fields like education and healthcare, where were already struggling to recruit people, is the last thing Iowa needs. This bill doesnt solve problems it buries them and then acts like thats progress.
02-04-2026
Phillip Malerich
To say I am disgusted with this bill is a severe understatement. Iowa would have nothing at all to gain and everything to lose by willingly ignoring years of progress. Only idiots are threatened and offend by affirmative action.
02-04-2026
Jennifer Rivers
I am AGAINST this legislation. Stop rolling back oir civil protections and do something that actually helps us: water quality, education funding, healthcare, childcare, natural resource protectionyoure failing Iowans and advancing white narcissismfreaking Hard. Stop.

Against HB 668. A terrible and repressive piece of legislation.
02-04-2026
Denise Perez
AGAINST. How does this bill address cancer rates? How does this bill create affordable housing? How does this bill improve access to mental/healthcare? The GOP is focused on cementing white christian nationalism into law instead of improving Iowans' lives.

We can not have this injustice bill pass it will take away from the great contribution this states has benefited from those who built their life's in communities where they wants felt safe. If the local police works with ICE, its only going to terrified the community thats always been terrorizing for being decent human beings. We can not have them do this if you dont want for Iowa to go bankrupt, and people leave this state. Instead of focusing on education, other social problems and putting programs that help the community instead this bill will do nothing but harm! We can not and should not allow this to happen to us!! I grew up here and my parents came here to this country , and to Iowa to properly contribute to Iowa. We were onces the first in education and not only are we failing in that. We are also not doing great in the economy. Work places are limited and people leave to their states to feel welcomed. We and I dont feel welcomed and never had but we continue to have hope!
02-04-2026
Kam Middlebrooks
Against: This legislation would eliminate the mechanism that requires agencies to identify disparities, explain why they exist, and take action to fix them. They undermine employment and educational access for women and people of color, reduce health care access for communities of color, completely wipe out any targeted educational investment for Black students, and repeal the requirement that grants include a minority impact statement, among other harms.
02-04-2026
Amanda McCurley
Strongly against this bill. I am honestly quite embarrassed legislators continue to create bills like this that do nothing but hurt people. And keep people distracted and divided. This is a blatant waste of taxpayer dollars. I would love to see something that actually benefits Iowans support for public schools, clean drinking water, access to affordable housing and healthcare, reliable public transportation, affordable childcare, and livable wages. I worked on this statement for 3 minutes and was able to come up with six ideas. Do your jobs and quit wasting our money!
02-04-2026
Natalie Hall
OPPOSED. There is no reason to strike requirements of fair opportunity for students of color, unless your true goal is to fail kids. Programs like affirmative action exist for students for specific reasons, and they dont just go away when you try to pass legislation like this. And during Black History Month, too. Shameful. Do not pass this bill.

As a school librarian, I strongly oppose Iowa House Study Bill 668. This bill eliminates affirmative action, removes the Minority and Women Student Enhancement Program, and weakens law enforcement bias trainingpolicies that help ensure fairness, access, and safety in our schools and communities. Language that enables discrimination based on citizenship directly conflicts with the mission of education to serve all students. HSB 668 moves Iowa backward, and I urge legislators to vote no.

Against. As a mom of three teenagers raised in Iowa, I want our state to be a place they want to live post graduation. We should be a place that values contributions of all Iowans (women and minorities included). Lets focus on a brighter future not trying to recapture a past that discriminated against women and minorities.
02-04-2026
Katharyn Bine [Self]
Against. I own land in Iowa, so this bill does affect me even if I am not an Iowa resident. I always thought that Iowa's leadership wanted to provide people a chance to build a good life for themselves and be part of the community. This hateful bill seeks to overturn a legacy of kindness and help. Think back to Governor Bob Ray, who welcomed the Tai Dam people to our state back in the 1970s. Where is THAT Republican Party? Because it stood for government in service of people.
02-04-2026
Brianna Haynes
I am strongly AGAINST HSB 668. These proposed changes do nothing but push Iowa back and hurt hardworking people. Ignoring a problem will not make it go away. The data that these programs collect is critical in identifying problems and working torwards solutions that help everyone. By ending these programs and removing the requirement for bias training within our law enforcement, it creates an environment that allows for open discrimination against different communities with less repercussions. This will not make Iowa better. This will not help our declining economy or our workforce. This is a huge step back without benefit to anyone except racists and bigots. Also putting this in some morning meeting with less than a 24 hour notice?? It's a stupid, hateful bill and they know it, that's why they resorted to underhanded tactics like this. Absolutely disgraceful behavior coming from the people we elected to serve us.

Please vote AGAINST this bill. There is no enumerated cause for amending the original bill. Affirmative actions does NOT reduce equal opportunity nor does it adversely impact merit. It makes sense that equal representation shows within these organizations and affirmative actions, ie soliciting candidates from various minority groups. Stop this madness in our legislature and go fix our revenue funding and our nitratetainted drinking water. Work on these things that truly affect all Iowans.
02-04-2026

Michael Aitchison
Oppose this bill. It is an embarrassment to this state and its people. Worse still, it seems some of you are well aware of this fact, judging by the attempt to rush it through as quickly and quietly as possible so as to avoid public scrutiny. I do not know if it is possible to instill shame in one who would propose this or vote in favor of it. I do not know if lawmakers who wish to encourage discrimination in education, law enforcement, and the workplace are capable of experiencing shame. I also doubt that reason would persuade you. After all, there is nothing reasonable about a deliberate effort to create a crueler and more unjust society. I can only conclude that if reason was not your motive it is unlikely that reason will sway you now. However, if there is any chance that my words could change the minds of you legislators considering this, I have no choice but to try: Please, oppose this awful bill. Iowa has enough problems to solve without adding more.
02-04-2026
Laura Teske [- Select -]
Vehemently opposed to this bill. There are so many needs in this state affordable housing, tax relief, water quality, childcare, education the list goes on. And you choose to spend your time bringing bills that are harmful to the residents of Iowa. The "good ol' days" weren't good for everyone and that is why programs and policies like this exist. If you want to continue to drive young people out of this state, move forward with this. Continue to send the message that you don't want diversity in this state, that you don't want women anywhere but at home, and that you are happy to pass bills like this while our economy sinks. Samantha Fett, you wouldn't be in the legislature if it wasn't for the progress made by women who fought for equality in representation. And now you're working to destroy it. Do not let this leave subcommittee.
02-04-2026
Manny Gambarrotti
AGAINST!!! Obviously, as any sane person should be. The fact that this racist culture war bs is the kind of thing that we are spending our time and effort on instead of policies that would actually help people tells you everything you need to know about Iowa government and the Republican party overall.
02-04-2026
Logan Gilchrist
Awful bills like this are why young people don't want to live in Iowa anymore and will contribute to the ongoing brain drain crisis. You're the most foolish, shortsighted capitalists; engaging in ideological warfare against your own tax base while they suffer through a Republicanimposed recession. We're trying to feed our families, and this is what you're focused on? The arc of history and the moral universe may be long, but it always bends towards justice.Against.

I strongly oppose HSB 668. This is a dangerously discriminatory bill that would target marginalized communities in Iowa by taking away affirmative action from higher education, removing law enforcement bias training, and enabling discrimination based on citizenship. This attempt to sneak this bill past the public is also unacceptable.
02-05-2026
Wendy Tillgren
AGAINST this bill! Same song, different dance number. I am strongly against this bill and any others that aim to discriminate against marginalized populations based on race, gender, sexual orientation any other factors which make discrimination acceptable.
02-05-2026
Stephen Balong
Against. This is a dangerous bill that threatens public safety through removing bias training for police. It runs counter to the intent of providing equal access by removing its enforcement and encouragement through the removal of affirmative action. It allows for licensure not based on qualification, but citizenship, removing a tax stream as well as the positive economic impact of entrepreneurial immigrants. Finally, it makes the workforce less qualified, negatively impacting our economy by removing the minority and women student enhancement program. A vote for this bill is a vote against business and public safety.
02-05-2026
Jane Ashley Freeman
Against. Iowa is quickly becoming a state lacking in opportunities of all kinds. Its very sad to see civil rights move backwards and to know what is coming for women and those not in the majority. We are homeowners , small business owners, and tax payers in this state. There are other states we can take our resources.
02-05-2026
Sally Thompson
AGAINST. Seriously, just WHY? Exactly what good will this bill bring? None. Simple answer. Imploring our elected officials to quit with this utter nonsense. there are so many things that we need to address besides stupid. This is a time waster, morale and patience killer, and really solidifies the theory of other states that Iowa can't be taken seriously.
02-05-2026

AGAINST. We ALL benefit when previously silenced voices are lifted up. Any attempt to deny the contributions and positive effects that come with a variety of backgrounds and opinions working on shared problems is deeply destructive.

Fenek Coney
AGAINSTIowa is actively making its legislation less Iowa Nice because the bosses and politicians don't want pesky people in positions to call out their bigotries. Not making efforts to affirmatively equalize representation is wearing equal opportunity as a badge to shush criticism rather than actually caring about constituents equally. I am disgusted by those that sought to sneak this through and by those who support it, they are not nice Iowans.

This bill is DISGUSTING. Please vote against this bill!! Legalizing discrimination would be absolute bs and a regressive and cruel measure. It is well known that police have implicit (meaning not always conscious) bias towards people of color, particularly Black people, and that implicit bias and deescalation training literally saves lives!! Additionally, affirmative action is an important program that benefits women & people of color that have historically been pushed aside out of educational and employment opportunities. The misinformation and fragility of the white male ego over affirmative action is insane. Education and employment clearly still go to those qualified when affirmative action is in place. We should be continuing to write historical wrongs & not pretending like racism & sexism dont exist. Eliminating civil rights protections is truly so low and so vile.

Munia Awadalla
As a Black woman, a Sudanese American, and a born citizen of Iowa, I am firmly against HSB 668.We cannot continue to desensitize ourselves to blatant corruption. Racism and discrimination are deeply rooted realities, not hypothetical issues. Our reality!! The protections we have are already minimal, and this bill is to strip away even those including affirmative action, minority and women student programs, and mandatory bias training.Programs created by us, for us exist because inequity exists. They are not harmful or divisive they are necessary. There is nothing negative about our cultures, our communities, or our gatherings. There is everything positive about systems that uplift, protect, and create access for marginalized people in spaces that have historically excluded us.This bill is not about fairness or neutrality. It is about censorship and control. It threatens our rights, our voices, and our freedoms. We cannot stay silent while they are taken away.

Vote noAs described, HSB 668 would end affirmative action in higher education, eliminate the Minority and Women Student Enhancement Program, remove required bias training for law enforcement, and allow discrimination based on citizenship status. I am opposed to this legislation. It will move the State of Iowa backwards. It will encourage young people to avoid our state. Many will choose not to go to school here. Many will leave our state because they will learn that their opportunity for licensure will only become a reality once theyve become US citizens. Our well known brain drain will become worse. Companies will choose not to build in Iowa. Some companies may choose not to do business in Iowa. This bill will take Iowa back to just one step short of the days of Jim Crow. For those of you that claim to be Christians, this bill has nothing to do with Christianity.I urge you to vote against its passage.

I cannot express how against this I am. People, especially law enforcement, need to be educated about marginalized communities as well as cultural and racial differences. Think about our students and what it tells them if we indicate that their backgrounds arent worthy of education. This bill should not be passed.
02-05-2026
Cassie Sampson
Please vote no. If passed, this bill would be an embarrassment to our state. Iowa is losing residents faster than most states, bills like this are not the way to bring great people back to Iowa, or keep young talent in our state. We need to make Iowa a welcoming state again.

Current leaders bemoan the "brain drain" and numbers of young people leaving the state. Bills like this are NOT the answer! VOTE NO! What happened to "we want people to move to Iowa". It's like you are begging them to leave with this complete opposite of "Iowa nice". And continuing to pull the same stunts as previous legislatures by bringing it out of committee at Odarkthirty to the floor overnight with a public hearing at 8 am shows that you know how unpopular this would be among the population if Republicans went about the process in anything approaching an above board matter. I AM OPPOSED!

As a constituent of Des Moines, who is also a woman, I am truly disturbed by this bill. The lack of research into the harm this bill would cause is astounding. We need bias training, we need opportunities for women and minority groups, we need all of these feature this bill would gut. As a graduate student in STEM, Im appalled at the remaining sexism in my field. To think that people dont understand the importance of affirmative action is really sad. There is still raging racism, sexism, and ableism in higher education programs that if unchecked will destroy the remaining opportunities for people like me to achieve a higher education. Even this year, Ive still had to fight off flirtatious advances from men in my program, advocate for myself in ways men dont need to in my program, and for my fellow international students who dont have the support they should have here in the US. Stop adding barriers to education by enabling discrimination based on citizenship, gender, or color!

VOTE NO on HSB 668. State Rep. Rob Johnson Called this bill a Jim Crow Era attack on Civil Rights, and I agree. This bill is an all out attack on equality. This bill essentially rolls back civil rights by ending policies that protect them. It will allow law enforcement agencies to opt out of or completely remove racial and cultural competency training and avoid accountability. It basically removes affirmative action from state employment language. DO BETTER. VOTE NO.

HSB 668 is an absolute disgrace. Iowa has never been perfect, but this bill betrays our values. History reminds us that justice moves forward only when we stand up for civil rightsbecause civil rights are human rights.

I ask you to vote NO on this Bill. Iowa has had a long and proud history of civil rights and welcoming refugees and immigrants that goes way back to the beginning to recent. This bill makes Iowa appear small, narrow and stingy. The optics are terrible and not who we are. Iowa has been blessed by the rich diversity of various cultures, races and ethnic groups.

Against: this bill is fueled by hate and not by knowledge. This bill was introduced so Iowans can discriminate further against noncitizens, women, and people of color. This is a disgrace to Iowa. Vote no.

Please vote NO. Iowa is at the bottom of economic growth. Please try to make Iowa a place people want to move to, not one our graduates are eager to leave. Civil Rights used to be a point of pride in the Iowa I grew up in. We can be better.

Given that this bill is being fasttracked with very little notice to the general public, lawmakers are aware of the negative implications it would have if passed. Vote NO on this hateful bill, as it'll do more harm than good to the communities in Iowa.

Vote NO! This Bill wouldve just another stain on Iowa and one more reason for people to opt out of living in Iowa.

Vote No on this bill. Iowans want a healthy and diverse state that takes care of its people, not this vicious bill.

HSB 668 doesnt create fairness. It erases accountability. By removing racebased reporting, minority impact statements, bias and deescalation training, and targeted educational supports, this bill makes inequality harder to see and easier to ignore across schools, health care, law enforcement, and licensing. Why is the GOP so brittle? Civil rights arent special treatmenttheyre safeguards against abuse of power. Vote NO on 668 (should have been numbered 666).

I dont why youd allow law enforcement to drop bias training. Thats insane. It doesnt make us safer in the jail or on patrol. It helps with community policing and helps maintain a safe environment within the jail when theres one corrections officer to 63 inmates for a watch.

I strongly advocate against HSB 668, an act which serves to further weaken the workforce and undermine Iowan's ability to flourish. Civil Rights protections in employment, educataion and policing serve to improve the lives of all in our state. Viewing the other comments here just 40 minutes before hearing, I do not see a singular support for this bill from the citizens of Iowa. As representatives of these citizens, there appears to be a gap between legislator ideology and the wants, needs and morals of the citizenry. Vote against the bill and turn your attention towards supporting Iowan and improving their livlihood rather than attempting to legislate discrimination.

I am heavily against this bill. Discriminating against others in the higher education system is disgraceful and it is clear from this bill that you dont want anyone but white men in higher education. I am currently a student at one of the universities here in Iowa and this would allow our school to not only discriminate against me but also many of my friends who are of color and/or are women. If you want Iowa to be a place to feel safe in and to call home, maybe think twice before passing this bill.

Vote NO on this bill. It would do such a disservice to so many Iowa families, and its absolutely disgusting that its being introduced and voted on so quickly because our legislators know there will be public backlash. Public servants (IE police officers) serve the entire public and should be educated as such.

This bill goes against all Christian principals and is definitely not in the best interests on Iowa citizens. Please vote against this bill. It is no surprise that it is being rushed through the House so that most will not even know what is happening until it is too late.

Vote NO! This bill opens minorities and those pursuing citizenship to discrimination. Also, it's just plain dangerous to remove deescalation training for law enforcement; that and cultural sensitivity training helps keep us ALL safe. (And shame on you for trying to squeak this by before the public gets to speak!)

Vote no!As a friend of mine stated, Governor Reynolds filed a bill that would block cities and local civil rights commissions from strengthening civil rights protections beyond whats in state law. Its a direct attempt to strip power away from local communities and the people closest to harm and discrimination.

Please do not support this bill. I believe these protections are in our laws so all have access. My faith teaches me to cherish our diversity and to work to safeguard the vulnerable. We can only do that if we work to understand one another, our backgrounds and cultures, and learn from where we have misstepped in the past. All of these programs do that. Vote no.

Our state needs protections for communities of color, and while class and race are linked, its the centuries of harm that our state has inflicted that we must acknowledge and take steps to reduce. Ensuring that our systems of power reflect the people we serve is a pivotal part of a successful republic. Please vote no to promote a just society.

The changes proposed in this embarrassing bill HSB 668 are rooted only in white supremacy and xenophobia. As elected officials, you have a responsibility to try to improve the lives of Iowans, but this bill does the opposite. The changes proposed in this bill make education more inaccessible and directly harm people in our state. Stop this bill, and stop trying to roll back progress on equity in our state.
