Striking eligibility requirements strikes me as the incorrect solution to the problem of retaining qualified teachers. You should instead be making the state regulations more teacher friendly. Furthermore, while I have no doubt that rural schools, as defined in this bill, are suffering, there is also no way that 50 percent is an appropriate allocation given the demographics of this state. It is far better to let the people with the data and knowledge do their best, instead of legislating the allocations.
