I am writing in strong opposition to HSB 663, and I do not want to see this bill move out of subcommittee. It perpetuates the myth of widespread noncitizen voting and decreases the likelihood of immigrants having access to due process in Iowa jails. Iowans dont want more bills targeting immigrants, who are our friends, neighbors, and fellow community members. We want bills that ensure clean water, safe food, housing, and other basic rights for all Iowans. We all belong here, and we want to see our state improve living conditions for everyone.

I am writing in opposition to Bill HSB 663. I strongly disagree with what this bill stands for. It promotes the false narrative of noncitizen voting and increases the likelihood of removing legal due process for immigrants. Please do not move forward with this bill. Iowa residents want their rights protected and solidified for all individuals.

I am writing in strong opposition to HSB 663. This bill perpetuates the myth of widespread noncitizen voting and decreases the likelihood of immigrants having access to due process in Iowa jails. Iowans do not want more bills targeting immigrants who are our friends, neighbors, and fellow community members. We want bills that ensure clean water, safe food, housing, and other basic rights for all Iowans. We all belong here, and we want to see our state improve living conditions for everyone.I could foresee a future where, if this passes, people that sign/swear to the oath in the new subsection are penalized to the max (including deportation and refused entry into the United States). Yet if a cop or any government official that swears an oath to the constitution breaks their oath, they MIGHT be slapped with a little PAID administrative leave. They way this bill reads to me in a lot of sections is "you are guilty until you can prove you are innocent". Sounds pretty UNAMERICAN to me.

Opposed. Laws like this are attempts to deter certain kinds of eligible citizens from voting by intimidating, confusing, or inconveniencing them. Stop making it harder for people to vote!

Bills like these perpetuate the myth of undocumented immigrants voting in elections. The data just doesn't support this. Please focus on things that REALLY matter to Iowans.

I am writing in opposition to HSB 663. This is "solving" a problem that doesn't exist, and will unduly burden citizens exercising their right to vote. I am a pollworker. Noncitizens voting is not a problem we have.

At best, this bill attempts to solve problems that do not widely exist. More realistically, it encodes hostility to immigrants and those who may be perceived as immigrants. It establishes presumptions that would chill participation in economic activity and civic life, and that create an obstacle to the constitutional right of habeas corpus. HSB 663 does not serve the cause of justice.

Please vote NO on HSB 663. The current voter registration form already has a Registrant Affidavit that includes that the signer is a U.S. citizen. Adding new language to the form is completely unnecesaary. According to the Iowa SoS, in the 2024 election, 35 votes out of nearly 1.7 million were cast by noncitizens. Now that the Iowa SoS uses the SAVE system, in addition to other measures, to confirm the citizenship of registered voters, changing the voter registration form is unnecessary.

I am AGAINST HSB 663. It would increase hostility by perpetuating the myth of noncitizen voting, which is just that, a myth. And it would erode due process, with a "guilty until you can proven innocent" effect. Please stop this UnAmerican bill.
