AGAINST. I'm getting sick and tired of the IA legislature continuing to pass bills that undermine public education. This bill is nothing more than a means to grant extra support and public school resources to NONPUBLIC SCHOOL CHILDREN as they simultaneously underfund said public schools. Without fail, these legislators will turn around and blame public schools not being "as good" as the nonpublic schools. DO NOT PASS THIS BILL.

HF 2052 is another attempt to undermine our public school system. Having been a Reading Specialist for 37 years, I am absolutely certain students thrive in environments where there is clear articulation of vertical alignment when it comes to curriculum. Data has proven proficiency levels are better when an individual student has started out in the district from as young an age as possible. If the child moves in from another system, they are missing the "shared experience" others in the class enjoy. Valuable time is lost while the classroom teacher determines the skill set controlled by the student in order to inform the provision of beneficial instruction. Too many preschools are "run" by wellmeaning care providers who have no background in education. There is nothing in this bill which addresses the quality of the communitybased program.Proficiency levels at CPU took a dramatic uptick with the introduction of 3 and 4year old preschool programs. Please vote NO on this bill.

In a statefunded program, it makes the most sense to me that the school running the program would fill their seats FIRST and then fill communitybased provider seats. If a 'satellite location' is available to serve more students, that is wonderful! But the school running the program should have their seats full and the 'overflow' should go to satellite locations. It doesn't make sense for a school district to do all the work only to have seats be open. This is undermining public schools.

AgainstThis is another bill that only continues to undermine public eduation. It will support voucher schools who are not accountable! It will also be a racist move to limit students of color.Your time and energy would be better spent meeting with teachers, teacher organizations and hear what education really needs! What our students deserve.Vote NO!

Please approve this bill.In our community, the public school refuses to enter into a 28E agreement with a community based preschool provider for 4 year old children. Parents should have the choice to enroll their four year old in the pre school that best fits their needs. Our tax dollars should service ALL children and providers, not just the public schools. Thank you.
