ICOG is registered as undecided on this legislation but appreciates the recognition (Division IV) that COGs are well suited to provided coordination and create efficiencies among local governments. We look forward to working with the Committee as this legislation moves forward.

I am adamantly opposed to COGs being involved with coordinating and planning of regionalization plans. This puts these discussions, by a non elected body one step separated from the people that will be impacted by regionalization. Any discussions that our county boards have with a COG on regionalization topics MUST be as a part of board of supervisors meeting agenda, not in a COG meeting. Remove this section of division IV.
