This proposed bill does not address the fact that newer methods of cloud seeding are in use that do not use polluting chemicals. This article documents the USDA's use of water and an electrical charge to induce rain: https://www.agweb.com/weather/usdascientiststestingnewcloudseedingtechnology. Other nonpolluting methods of cloud seeding are also either in use or under study. The USDA article was published in 2022. It documents the use of this technology in Texas. I believe all of these bills throughout the country are likely related to carbon capture utilization and storage. The second dimension, utilization, will add another layer of water use, and it may be massive. We know little about this. Where is the study of our aquifers? Please follow your constitutional duty to protect the people of this state. SSB 3010 is an initial step toward rational management of Iowa's atmospheric water. This bill would be improved by providing a permitting process to allow desirable weather modification. It also would be improved by designating the DNR as the enforcement agency because the DNR currently regulates Iowa's surface and ground water resources, as well as Iowa's air.

I urge you to please know all you can about this thing named Geoengineering that is taking place in the skies above Iowa and raining down poisons up on us and blocking the sun and creating weather havoc, or potentially doing so. Please protect Iowans, our land, our wildlife & every creeping thing and our environment from this evil.
