I am opposed to HSB552. I can find only one county in Iowa, Johnson County, that has a community ID available to its residents. (Polk County has considered the idea, but I don't know of any action on it). According to Johnson County, their ID card can be used "as a secondary form of identification to open a bank account at participating banks; confirm your identify when using credit cards; interact with schools, city & county agencies, and law enforcement officials; list emergency contact and allergy information; and enjoy discounts offered by participating community businesses, institutions, and partners." It cannot be used to get a drivers license, board an airplane, purchase alcohol or tobacco, enter establishments with age restrictions, prove employment eligibility, or vote. The state has no reason to interfere with localities that want to provide their own residents with this benefit. Communities should be able to determine for themselves whether these IDs are a good idea for their residents. Vote NO on HSB552.

I strongly oppose House Study Bill 552. This bill is a direct attack on local control and a cruel, unnecessary effort to exclude and marginalize vulnerable Iowans by stripping cities and counties of the ability to issue local identification. Community IDs are proven publicsafety tools that help residents access housing, healthcare, employment, and emergency services, and allow law enforcement to interact more safely and effectively with the public. Banning them solves no real problemits only effect is to increase fear, barriers, and harm for seniors, people with disabilities, unhoused residents, and immigrant families. HSB 552 is punitive, discriminatory, and reckless, and it must be rejected outright.

Please vote NO to HSB 552. There is no reason for this to pass. If a county decides to provide local identification, it causes no harm. And I believe there's barely a handful of counties (possibly only 1) that even have special identification. It causes no harm. Please vote no
