In conjunction with Senate File 424, which would allocate 40 nonresident deer hunting licenses to nonprofit conservation groups, I have grave concerns that this proposed constitutional amendment will violate Article 3, section 31 of the Iowa constitution.Additionally, see Senate File 654: "Under current law, a person is generally prohibited from disturbing, in any manner, any den, lodge, or house of a furbearing animal or beaver dam except with written permission of an officer appointed by the director. The bill allows a property owner, the property owners agent, or a drainage district to breach or alter a beaver dam to protect the persons property."This proposed constitutional amendment states the following: "This section shall not be construed to modify any provision of law relating to eminent domain, trespass, property rights, or water resources." As I see it, if a drainage district is allowed to enter someone's property and decide to remove a beaver dam, that would be a violation of private property rights and a violation of the Iowa and U.S. constitutions.Who wrote this joint resolution?
