Senate File 424 would allow for the allocation of 40 nonresident deer hunting licences to nonprofit conservation groups, including national and international organizations. If these licenses are issued free of charge, I am concerned that it may violate Article 3, Section 31 of the Iowa constitution.Similarly, if the 10 nonresident deer hunting licenses available for allocation by the governor are distributed free of charge, I am once again concerned that this may violate Article 3, Section 31 of the Iowa constitution. I cannot find any guardrails in this bill stipulating what persons or entities are eligible for the governor's allocation.Who wrote this bill?
