My name is Adam Hoffman. I serve as the Bremer County Treasurer and I am also a school bus driver for the WaverlyShell Rock Community School District.This fall, I attended a court hearing where a driver pled guilty to unlawfully passing a school bus. The magistrate explained the court does not determine whether the offender completes a driver improvement program or receives a license suspensionthose consequences are left entirely to the Iowa DOT under Iowa Code 321.372.Passing a stopped school bus is a serious, highrisk offense that endangers children. With the availability of exterior bus cameras, these violations are often clearly documented, including dangerous nearmiss situations and even passengerside passing.I urge you to revise Iowa law to allow judges and magistrates to directly impose meaningful licenserelated penalties and/or mandatory driver improvement as part of sentencing, with stronger consequences when video evidence shows elevated danger.

Allowing the courts to impose the penalty at the conclusion of the hearing provides the violator with a clear certainty of what is expected of them to maintain driving privileges rather than waiting for a letter from the Iowa Department of Transportation to advise them of their sanctions. Many violators of similar violations leave court here in Bremer County, descend the stair and come to my office asking what their sanctions are and we are unable to provide any direction to them. My proposed change would eliminate this confusion.
