Good Morning Representatives, The county recorders get several titles that are not released properly. For example say from an outside of the state lending institution who releases their lien on the title but then does not send it to us which they are required to, they actually send it to the customer instead. When that customer sells it, they sign the back of the title over not knowing we as a county recorder have not released it or signed off on it. The seller gives it to the buyer say in Decatur county they go into their local recorder to transfer it but the lien is not fully released. With today's technology that county recorder should be able to release it and reflect that in our DNR statewide system without needing to send it to the county that it originated in and delay the process of that person being able to transfer the machine or vessel in their name. This code change will simplify the process so they can enjoy their new recreational vehicle they just purchased.I appreciate your consideration on this good public policy change and look forward to seeing it advance to the next step of the legislative process.
