I urge you to vote NO on this bill that seeks to strip funding from local, public libraries. Iowa has one of the most robust public library systems in the country, and this bill is another attempt to undercut them based on ideological differences, when public libraries were specifically create space for people to make their own determinations and seek information on all legal topics. This is an attack on the voter base to continue to strip services to make their daily lives more difficult and education more difficult to keep them misinformed. Iowans love and need their public libraries, especially as other services continue to receive less funding and costs skyrocket. The most common used services are printing, computer use to apply for benefits, and programming, and taxpayers and your constituents will suffer, particularly young and elderly. Legislators are proposing bills based on ideological differences when issues are not occurring on a large enough scale to necessitate statewide intervention. This is a gross overstep from the party that claims to be small government. Vote NO, and work better to take care of those who pay and vote for you.

Vote no on SF 284! Taking provisions away from public libraries would be a detriment to everyone who uses a library in more ways than you'd think! Libraries exist to serve everyone in every community with different values and beliefs. Stripping them of already low funds would be a disservice to the entire state! Libraries were created to create space for people to make their own informed decisions and opinions. Stop harming your voter base by removing services that help us in our daily lives and help us continue to educate ourselves long past K12. Libraries have never been more popular, it's gross that laws like these are coming under fire by people who probably don't even see how good libraries are for communities and for people of ALL walks of life. This will harm those needing printing services, computers to apply for benefits, programming for early childhood literacy, tutoring help, repairs on household items, social book clubs (especially for the elderly), and so much more. There's no reason to go after libraries the way this legislation is! It's wild that all these antilibrary bills are coming from the party that claims to be for small government. The American Library Association, the American Association of Law Libraries, the American Association of School Libraries, the American Theological Library Association, the Art Libraries Society of North America, the Association of College and Research Libraries, the Association of Research Libraries, the Library Information Technology Association, the Medical Library Association, the Music Library Association, the Public Library Association, the Association for Library Service to Children, the Association for Library Collections and Technical Services, the Special Libraries Association, the Young Adult Library Services Association, the Reference and User Services Association, and of course the Iowa Library Association among so many others, are organizations that provide professional guidance, resources, and publications that support all librarians and library users. Public libraries and public librarians in Iowa have the right to seek professional development without putting their funding in jeopardy. Professionals in other fields, private and public, are encouraged to pursue opportunities that strengthen their careers and allow them to network with their colleagues. Over 850 municipalities in Iowa are members of the Iowa League of Cities, an organization that provides professional guidance, resources, and publications that support city leaders. Additionally, they provide advocacy tools. Iowa library professionals deserve access to professional development opportunities. Iowa library professionals deserve access to networking opportunities. Iowa library professionals deserve access to guidance from leaders in their field. Iowa library professionals deserve access to resources and publications from experts in their field. Iowa library professionals deserve to have people advocating for them. I do not support HF 284.

We are blessed in this state with LOTS of public libraries, many in small towns that have little else to offer their citizens. The public library serves not only as an educational center, but also an entertainment and social center. These libraries are often staffed by just one or two people. The legality of this move is questionable, as the measure would violate Iowa librarians' right to free association and free speech. As a former educator, a lifelong reader, and a passionate advocate for public libraries, I strongly urge you to vote NO on HF 284 and its companion bill SF238. Libraries serve our communities in myriad ways. Our Cedar Rapids Public Library is instrumental in promoting literacy through programs like the Dolly Parton Imagination Library which provides free books to preschool children. The library is a hub for community outreach with programming and education intended to benefit all citizens. My understanding is this bill would eliminate funding based upon affiliation with associations such the American Library Association, Association of Small & Rural Libraries, Medical Library Association, American Association of Law Libraries, Chief Operating Officers of State Library Associations, American Theological Library Association, and the Iowa Library Association. Should HF284 and its companion bill SF238 pass, the prospects for local libraries are chilling and would mean the loss of millions of dollars in library funding to Iowa from the federal government. As a resident in a rural area, my family has depended on multiple libraries over the years as sources of children's programming, books for leisure, meeting spaces, and general information. Funding for libraries is critical, and every penny is needed. In all my years, I have never once come across a librarian that was doing anything more than trying to help my family members or me, and I have never seen any evidence of a librarian trying to push a personal or political agenda on us, or any library patron. This bill is unnecessary and harmfulit restricts libraries from accessing the resources, education, and support they need to best serve their communities.Libraries are at the heart of our towns and cities, providing access to knowledge, community programs, and essential services. Being part of professional organizations helps them stay up to date on best practices, training, and ways to better support the public. Cutting them off from these networks only makes it harder for them to do their jobs effectively.Beyond that, this bill raises serious First Amendment concerns. Librariesand the people who run themshould have the freedom to associate with organizations that help them do their work better. Why we need this bill to pass: Ten or so years ago these formerly rational organizations (The ILA and the ALA) were run by librarians interested in libraries. Now they have been captured by extremist activists pushing a social and political ideology on the public. These social justice warriors realized they can have steady and easy access to our money by getting into leadership positions within these nonprofit organizations that are tax payer supported. They can essentially turn them into personal political organizing committees that "do the work" with our hard earned cash. That is why the people you see here fighting this bill are not Mom and Pop, but the activists themselves. They figured out how to use our money against us, and are fighting to keep from loosing that reliable flow of tax payer cash.

I currently work at our local public library and am vehemently opposed to this proposal. Our library, like all public libraries, is essential to our community. Our space provides free access to countless information services, including computers,FAX machines, tax forms, newspapers, magazines, atlases,and of course books. Our programming encompasses a wide range of offerings everything from art classes to book clubs to children's activities. Our services benefit all ages large print books for our older patrons, a robust selection of non fiction books for student projects, picture books and readers for kids, meeting rooms for community groups, and a welcoming space for families to gather and children to play. For this to happen, librarians need connections to organizations that provide opportunities to brainstorm and share ideas for making libraries even better for the communities they serve. And none of that can happen without funding. It is absolutely absurd that this bill would deny libraries the tools they need to function. Please vote no on this disastrous proposal.

This bill will remove eligibility for DAS Enrich Iowa Funding if a library is a member of a state library association or any other organization that engages in advocacy for libraries. This does not make sense. Organizations working together is what most organizations do in Iowa for example farmers that raise soybeans belong to the Iowa Soybean Association. Should they be banned also? Where dies this stop if we head down this path.So what impact could this have?Open Access for Iowans with direct access to more library materials and information resources funding could be lost. This program enables eligible customers to go to participating libraries and directly check out physical materials. As a result, Iowans have greater access to more library resources, more choices in library service, and the convenience of using a library where they work, shop, or visit. The state reimburses the loaning library a small amount for each item checked out to offset expenses. LIBRARY IMPACT: 495 Iowa libraries (public and academic) participated in the Open Access program in FY24. Vote NO on this bill.Direct State Aid provides financial support to public libraries from state funds, with the goal of moving library service in Iowa closer to the ideal envisioned by library customers, librarians, and government officials.Public libraries are required to submit a report on how they used the Direct State Aid money distributed to their library, which is reflected in an annual report submitted to the governor and state legislature.LIBRARY IMPACT: Since 2014, Direct State Aid funding has helped lead to a 20.1 percent increase in the number of accredited libraries in Iowa. In FY24, 468 public libraries (out of 543) in Iowa received Direct State Aid funding. This is a good thing with a positive impact for Iowans!Interlibrary Loan Reimbursement provides Iowa Interlibrary Loan 380,960 citizens with equal access to library resources by encouraging and supporting the loaning of materials among all types of libraries. If a library does not own a book a local patron needs, the library can borrow it through interlibrary loan.Libraries are reimbursed with state funding to help offset costs.LIBRARY IMPACT: 545 Iowa libraries (public and nonpublic) participated in the Interlibrary LoanReimbursement program in FY24.Three programs with three positive impacts for Iowans ate now at risk due to this bill. Because it sure seems like most of this subcommittee does not give a damn about what their constituents have to say. This is unpopular legislation. Its unpopularity stems from the fact that it's antiAmerican grandstanding and censorship targeted at harassing whatever minority these witchhunters hate this week. Attacking citizens' rights to access information can only be meant to disempower and disenfranchise our communities. They're not protecting innocence, they're enforcing ignorance. Argue with the wall. I do not care what Representative Helena "split ends" Hayes thinks is obscene. Her smug and disingenuous defense of her trash legislation makes it abundantly clear that she's bullying queer kids because she thinks it'll get her clout. Nobody of sound mind is worried about "Marxists" indoctrinating children via public libraries. This is not 1917, calm down. (also kids may be impressionable, but it seems like these legislators think kids are stupid.) If you don't want to engage with the public library for whatever reason, then don't. But don't spoil a good thing for everyone else. Imagine how nice Iowa would be if our legislators were more concerned with cleaning our drinking water and less concerned with harassing librarians for attention. Nobody is forcing anyone to go to the public library, let alone forcing their kids to check out any books their parents don't want them reading. The burden of proof here is not on our public libraries. They were minding their own business and providing the same critical public services they always have. It's cowardly people like Representative Hayes who are trying to redefine terms beyond their rational definitions so they can call public libraries Marxist instead of just being openly homophobic/transphobic/racist. They think they're slick, but they're not. (Is the fire department Marxist too?) This is a theocratic strain of Sovietstyle censorship that really has nothing to do with what books kids are reading and everything to do with a cruel desire to ostracize vulnerable people further from society. Supporters of legislation like HF 284 are not being honest with their justifications for any of these attacks on libraries. Our legislators need to not only answer for why they're attacking vital institutions all of a sudden (because they were told to, I'm sure), but they also need to justify their decision making process. The public response to this and other antifree speech, antilibrary legislation has been overwhelmingly in opposition to this legislation. And yet it passes through. Who are our legislators listening to if not their constituents? Who are they working for if not the citizens of Iowa? The lack of transparency and the unwillingness to engage with these issues in good faith has been appalling to witness. This state will continue to hemorrhage young people who are fleeing elsewhere to live as long as our legislators seem hellbent on making Iowa as inhospitable as possible. Why would anyone want to live somewhere run by people like Representative Hayes? Chaos is not strength, and a bully is a bully is a bully. Stop being "Good Germans" and be real Iowans. Please.

I invite everyone to take a look at Representative Hayes' campaign website for insight into the true motivating factors behind her legislative priorities. She openly twists the Constitution to fit her religious needs mind you, she is not a constitutional law expert by any means. Her resume is out there for anyone to read. Here are some highlights from Representative Hayes' website: (on Freedom) "Firmly protected by our Constitution, the liberty to live in accordance with biblical principles and values, while being guided by a framework that respects both individual rights and moral responsibilities", (on the Constitution) "As the elected Iowa House Representative, Helena is committed to upholding the moral principles and individual freedoms grounded in biblical values as outlined in our founding documents", and then she also has this vaguely defined and not really her job anyway category of "innocence" on her platform that states "Safe guarding the virtue of our vulnerable children." Methinks perhaps it is not the public libraries and librarians who are "pushing an agenda" here... How come Representative Hayes gets to openly shove her religious dogma down Iowa taxpayer throats? How is that legal? Also what exactly is she protecting vulnerable children from? Knowledge of their own bodies that could protect them from exploitation by predators? The fact that gay people exist? That slavery happened? Who is Representative Hayes really protecting here? Prohibiting libraries from being a part of professional organizations that help both libraries and librarians succeed is bizarre. What is the benefit of this? Is it because the American Library Association refuses to deny the history of the United States and doesn't whitewash books that are available for the appropriate patrons? You cannot erase history by banning libraries and access to books. In fact I suggest you look into some history and read why those who ban books are not remembered fondly but as fascists.
