I strongly oppose the proposed legislation that would disqualify libraries from membership in the Association of Small and Rural Libraries, the Iowa Library Association, or the American Library Association, and other networks that support ongoing skill building and support which directly impacts the public. This bill not only undermines the collaborative efforts vital for the development and support of libraries but also infringes on First Amendment rights, particularly the freedom of association.By modifying the definition of "eligible public library" to exclude those that are duespaying members of national or state nonprofit organizations, this legislation seeks to limit libraries' ability to connect with essential resources, education, and support networks. Libraries play a crucial role in fostering community engagement and access to information, and they should not be penalized for participating in professional organizations that enhance their capabilities.Restricting library memberships in this manner is an alarming move that restricts not only their operational efficacy but also their fundamental rights. The freedom to associate with organizations that advocate for better library services is a cornerstone of democratic engagement. While advocacy efforts are an important aspect of these organizations, to reduce their work to that single action is an egregious mischaracterization of their purpose. The American Library Association, the American Association of Law Libraries, the American Association of School Libraries, the American Theological Library Association, the Art Libraries Society of North America, the Association of College and Research Libraries, the Association of Research Libraries, the Library Information Technology Association, the Medical Library Association, the Music Library Association, the Public Library Association, the Association for Library Service to Children, the Association for Library Collections and Technical Services, the Special Libraries Association, the Young Adult Library Services Association, the Reference and User Services Association, and of course the Iowa Library Association among so many others, are organizations that provide professional guidance, resources, and publications that support all librarians and library users. Public libraries and public librarians in Iowa have the right to seek professional development without putting their funding in jeopardy. Professionals in other fields, private and public, are encouraged to pursue opportunities that strengthen their careers and allow them to network with their colleagues. Over 850 municipalities in Iowa are members of the Iowa League of Cities, an organization that provides professional guidance, resources, and publications that support city leaders. Additionally, they provide advocacy tools. Iowa library professionals deserve access to professional development opportunities. Iowa library professionals deserve access to networking opportunities. Iowa library professionals deserve access to guidance from leaders in their field. Iowa library professionals deserve access to resources and publications from experts in their field. Iowa library professionals deserve to have people advocating for them. I do not support SF 238.

I have witnessed with my own eyes how our community library assists people from all walks of life. They provide afterschool programs for children who may not have a happy home to return to, and they help individuals who are homeless gain access to the Internet to apply for jobs and housing. The library also supports young families in meeting and greeting new people in the communities where they have just moved. Additionally, they offer students a quiet atmosphere in which to study, free from distractions. They create an inclusive environment for people with disabilities, providing resources that allow them to enjoy literature just like anyone else. Yes, it is true that libraries are the gems of our communities. Any underfunding would not only be detrimental to the communities they serve, but it would also be a grotesque stain on the fabric of our state.

YES!!! Absolutely pass this bill for the sake of our children and grandchildren. Now almost all of our 544 libraries belong to either ILA or ALA, which is basically the same thing a Marxist, godless group hellbent on flooding our minors with sexually explicit graphic novels, violent R rated streaming videos, adult audio books, "updated" classics (now depict Anne Frank as a lesbian) and dozens and dozens of LGBTQ+ materials grooming our kids towards normalizing and desensitizing them to deviant sexual behaviors. Two other suggestions: 1) change the structures of the libraries so that they are not autonomous, incestuous boards with no accountability to elected officials except the mayor's rubber stamp on the Director's suggestion for the next board member, agreed to by a council that doesn't look at the applicants' information and 2) since over 90% of libraries' funding comes from the city and county, make them both liable with deep financial penalties for the obscenities allowed in our libraries attacking our minors. Make cities and counties responsible and held accountable. Right now they pass it off because most libraries in Iowa have NO oversight by any elected officials making it taxation without representation.

What we receive is not a political agenda but education, support, and the ability to network with other library staff. I have not yet met a librarian who couldn't form their own opinions on pretty much anything and everything. To suggest otherwise insults us as professionals. This legislations is based on your faulty understanding of our professional organizations, which operates very much like the AMA does for doctors or the ABA does for lawyers. Unless you plan to outlaw the AMA and the ABA next, vote no on this bill and ensure that public libraries receive full and generous funding to support Iowa communities.

I strongly support a NO vote on this. We are a country of freedoms and people should be allowed the freedom to read what they want. If parents are concerned about what their children are reading then they need to work with their child and with the child's reading choices. All people should not be restricted in subject matter. It is historical fact that when reading has been denied to a population it was in an attempt to keep the population ignorant and avoid objections from the population. With the increase in wanting to limit the availability of materials it makes me wonder what is our government (which is supposed to protect our freedoms) trying to keep the public ignorant of. I hope that you know that a vote for this change says that you do not want people or organizations to advocate for themselves, and if they do, they will be monetarily punished. Those in Des Moines perhaps need to visit a small, rural library like the one I led for 18 years, to understand that without Enrich Iowa, they will close their doors. And without advocacy from organizations such as ALA and ILA, they will also have to close their doors. These organizations are invaluable to aiding libraries in their mission of helping all people in a community promote literacy and setting up standards of excellence, giving education, and providing invaluable help to libraries who cannot afford the staff to do all that is necessary. This would be a vote to begin the process of eliminating libraries. This vote has nothing to so with the materials themselves inside the library. It has to do with the institution itself and freedom itself. Do the majority of your constituents want to end libraries? I know that the small communities surrounding where I live could not function without them. Vote no.

Continuing education opportunities, a grant to attend the state conference while I was in library school, networking with colleagues were all invaluable.In Palaces for the People, Sociologist Eric Klinenberg, (taking for the title a phrase from Andrew Carnegie) believes that the future of democratic societies rests not simply on shared values but on shared spaces, including public libraries. Public libraries are the last bastion of democracy. They are the peoples university. They provide citizens with lifelong learning opportunities, regardless of socioeconomic status or ability to pay. They are a generous and positive asset to our communities. To deny funding for programs and materials that contribute to the welfare of Iowa citizens simply because you object to a small portion of the librarys holdings is a needlessly selfdestructive overreaction. Librarians are professionals, trained to select and provide materials for diverse members of the community. Not all materials will be suitable for all patrons, but everyone deserves the right to find the materials that meet their own interests and needs. Parents have the authority and responsibility to monitor and guide what their children read, view, or listen to. It is not the States responsibility or right to dictate what is appropriate for citizens in a free and open society.

Libraries in Iowa have been free since the beginning, they were organized around "local control" same as the school boards, and this has worked well, with established policies that are agreeable tothe citizenry that support these entities with tax dollars. I don't invade the Pella Library about what they do, and I don't expect Pella to invade my library as to how our library is run. I don't want my librarian sued because someone finds she didn't take a book off the shelf that someone in the state legislature thinks should not be there anymore than I think it right and proper to withold tax dollars that are paid to support libraries for any reason other than no library exists. Libraries are not a political football, they exist to improve the knowledge base of anyone intent on doing so in whatever field they choose. It is simply an issue of freedom, first and foremost, and I would include it in our Freedom of Speech! Authors and writers of books are free to express their thoughts and ideas on any subject, Readers should be free to enjoy whatever the local library board decides is appropriate. This is what "Enrich Iowa" was designed for, not witholding funds to achieve this! Censorship by witholding funds is still censorship! There is a way these questions are addressed locally and that should be sufficent. If other organizations want to assist it should not be the responsibility of the State to interfere in that by witholding of funds as punishment.

I have worked in public libraries in five states over 37 years and never experienced the extreme level of hostile legislative attempts like this bill. It is written to remove the right to read and right to information. This legislation is trying to break an institution that isn't broken that provides access to a wide variety of topics and information to all.This bill is disturbing because it would eliminate libraries' funding from the federal government funneled through the State Library of Iowa if the library pays dues to our professional organizations (American Library Association, Iowa Library Association, Association for Rural & Small Libraries, etc.) that are considered advocacy organizations. These are the organizations who create the guidelines to support our work and to help ensure the freedoms to read, view, have privacy of your borrowing record, have materials representing all people and viewpoints, provide staff training, etc. Vote no.

This bill to starve public libraries of state funding for defending the publics right to know is immoral, violates the constitutional right of freedom to read and is a clear attempt to impose the views on one group in society on whole communities. Public libraries are funded by all taxpayers and their mission is to provide an inclusive information environment for all citizens. Inclusive is not a dirty word. Inclusion is a fundamental principle of the American way of life. America was founded by immigrants, many of whom were being systematically excluded from their European societies for opinions unpopular at the time but which are mainstream now. Like Methodism, for example. In that spirit, public libraries are dedicated to the proposition that open minded access to a wide range of ideas and viewpoints is vital to a free nation. Even if some of those viewpoints are offensive to me personally, they have the right to be there. The Iowa Library Association and the American Library Association are solid, patriotic organizations that have always defended the rights of you and me to read, speak and think for ourselves based on reliable information. SF 238 should be rejected.

Ill start off with a quote:I am touching base to share some recent ILA EB history as well as an update about the Iowa 496 case.For nearly a year, the Iowa Library Association has been quietly working with Random Penguin House and the ACLU of Iowa to provide intel, seek plaintiffs, and promote their work in area media.Those are the words of the ILA. The ILA likes to promote itself in public as politically neutral and nothing more than an advocate for libraries and equal access to all points of view. In private, it says things that completely contradict its public statements. Things like, libraries should be sites for socialist organizing. (Drabinski)In the case I just referenced, the ILA astroturfed a campaign against SF496 by searching for plaintiffs to sue the state, and worked against what the majority of Iowans voted for. It hired a law firm to file an amicus brief in the case that it worked to help Penguin Random House file. Who provided the money for the ILA to do what it did? If youre a taxpayer, YOU DID!In Ames, and I suspect other places in Iowa, public dollars fund ALA memberships, conference tickets, travel, hotels, meals on the road, etc. Is that even legal? Iowa Code 68A.505 prohibits the use of public moneys for political purposes. Considering how political the ILA is, Im not sure how those can be reconciled.When most Iowans advocate for or against legislation, we dont get to use public moneys to do it, but the ILA does. If the ILA wants to advocate for leftwing extremism, its free to do so, but it shouldnt be able to pick taxpayers pockets to do it. Vote yes on this bill.
