Abortions up to six weeks remain legal in the state of Iowa. Nearly all elective pregnancy terminations, as well as the treatment of miscarriage and postpartum bleeding, are effectively treated with Mifepristone and Misoprostol.Iowa women and their physicians have the inherent right to manage their pregnancy and birth complications with these drugs which are safe, effective, and private. Attempting to ban abortions for Iowa women by backdooring with a ban on the necessary medication is disrespectful to women, disrespectful to rule of law, and a violation of the medical privacy that exists between a woman and her medical provider. I am strongly opposed to HSB 186 and the barely veiled attack on the rights of women to control their own bodily autonomy.

I implore you not to pass this bill. Women should have a right to have an abortion. Too many times we forget about the mental and physical health of the woman when crusading to save the fetus. There are many reasons why a person would seek an abortion and it should be up to them and their care provider, not the government. If these pills/if abortion is banned, it will still happen, but it will be far more dangerous. This is a slippery slope. If abortion pills are banned, how long before birth control pills are banned as well (which seems counterproductive, doesn't it?) We don't want people to have abortions, but we also don't want them to have the tools to help protect them from getting pregnant in the first place. In the case of this bill, providing false information about the pills is wrong. Forcing the woman to write her consent, and leaving it up to the physician to decide if she can or can't have the pill is wrong. I strongly oppose HSB 186.

The support for and advancement of this bill is of paramount importance. After nearly fifty years in medicine, I find it profoundly difficult to understand why a medication like mifepristone is provided without concerns for its risks. Women undergoing chemical abortions are 50% more likely to present to emergency departments for complications, and 15% will experience hemorrhage. The dangers are clear. One life is expected to end. Another life, that of the mother, is at significant risk.It is important for those opposed to this bill to be aware that there are many children living in Iowa today because of successful abortion reversal treatment. Prolife women's clinics in the state have been providing this service free of charge for several years, and have saved many lives. Chemical abortion reversal leads to successful pregnancies in at least 65% of cases. This bill will institute what every patient deserves for any intervention: informed consent, documentation, and physician responsibility for their patient's wellbeing.

Looking over this document from 3 views.1. From a pro choice view; a. counseling by those giving the medication is not always adequately understood, so every effort should be made to give women all their safe options. b. assuring the medication is given to the patient who is eligible, as in within the appropriate limits of effectiveness, is crucial. c. some women may choose a medication abortion thinking they can later change their minds and then finding this is not always the case.From a pro choice view: some women may choose a medication option thinking it can be reversed who would have otherwise done nothing, b.being the prescribing agency who does the counseling allows that agency to provide options and research from their organizations mission view, c.a sign in a prominent location provides an added layer of protection against legal claims that information was not given to a patient. Looking at the word choice in the document; nice choice of the words "may" and "or" in the section "cease, end, reverse". I have heard opposition to the term reverse, and I agree. Cease and end covers reverse. There must be better word choices such as"you may be able to terminate ( or stop) the effects of the medication" or something that is more accurate.This issue is very deep and layered. I have been challenged to respond from a nonbiased view.

First and foremost, what you believe to be "abortion pills" are healthcare. Medication that is used not just to help a body dispel some cells that "may" have been created during a sexual act, or an embryo which is nonviable, but for a number of other healthcare issues for women. For example, my Mother had ovarian cancer. (Gratefully, through medicine and science, she survived.) But, myy body constantly creates cancerlike symptoms and growths in my reproductive system. Recently, after ultrasounds and an MRI, they needed to do a biopsy inside my uterus. To do this I needed to take the same medicine that is in Plan B Mifepristone the night before to try to expand my cervix and allow them access the next day to my uterus. I took it at home because it is completely safe, scientifically backed, and thoroughly tested and fell the slow expansion of my cervix including cramping and some pain. These were managed by OTC pain meds and heat as with a period. My biopsy was still painful insurance does not cover in office biopsy pain meds for women's reproductive health. Gratefully, my biopsy for cancer was negative this time. But, without Mifepristone, I would have been required to have hospitalized surgery for the biopsy, or worse if I had not had insurance, I might have been left to have a malignancy spread, simply because access to my uterus would have been out of my fiscal means. Your choice to go after Mifepristone is entirely political and not science based. Women in your life will face these moments perhaps a nonviable pregnancy, perhaps cancer turning your backs on them to make political points with ghouls who have no interest in their care is offensive.I wish I did not know that the point of bills like this trying to control a woman's every movement, and her healthcare are about just that, control. Every time you try to take away a woman's rights it is a test on the populace. Will they try to stop this authoritarian move? Or, can this help lead to you taking away the rights of others. As lawmakers you should be vigilant that you are not being used, and in the end, hurting Iowans for purely cruel purposes.

Medication abortion is safe, effective, and has been used by more than five million people in the United States for abortion and miscarriage care since it was approved more than 20 years ago by the FDA. More than half of the abortions in the United States are done using medication abortions. People deserve to have access to this essential health care without being presented with misinformation first. Medication abortion, is similar to a miscarriage, many people feel like its more natural and less invasive. Doctors should never be required to lie to their patients. Medication abortion is a safe, effective form of reproduction healthcare and should be available to Iowans without biased restrictions. People must be allowed to make their own healthcare decisions based on factual information from their healthcare provider. It amazes me that any Legislator that is also a healthcare provider would be in favor of taking a way the reproductive healthcare decision of people as well as push for laws structured pushing inaccurate, biased information. I am writing to express my strong opposition to House Study Bill 186, which mandates that healthcare providers inform patients about the possibility of "abortion reversal" during the medication abortion process. This requirement is deeply concerning, as it promotes a practice unsupported by credible scientific evidence and may compromise patient safety.The American College of Obstetricians and Gynecologists has stated that claims regarding abortion "reversal" treatments are not based on science and do not meet clinical standards and a systematic review published in 2023 concluded that there is insufficient evidence to recommend progesterone treatment for reversing the effects of mifepristone. Moreover, the study highlighted potential safety concerns, as one trial was halted due to severe bleeding in participants.Informed consent is a cornerstone of ethical medical practice, requiring that patients receive accurate and evidencebased information to make wellinformed decisions about their healthcare. Requiring providers to discuss an unproven and potentially unsafe procedure undermines this principle and may erode trust in the patientprovider relationship.Further, restricting mifepristone will not stop abortionit will force women into riskier, more dangerous alternatives. In states where abortion restrictions have been enacted, hospitals are already reporting increased cases of sepsis, hemorrhage, and other lifethreatening complications from delayed or denied miscarriage care. In some cases, women have been sent home with no medical options until they develop serious infections because doctors fear legal consequences. I object to the intent of HSB186 to charge anyone prescribing mifepristone to be charged with a felony. Mifepristone has proven to be a safe and effective means of preventing pregnancy in the very early stages. This can be invaluable for victims of sexual assault. Unlike the language of HSB186, there is no scientific proof that the effect of mifepristone can be reversed. The real intent of HSB186 is to dominate the lives of females. Women, girls, and anyone else who receive abortion care and pregnancy care deserve to have to upmost CORRECT and HELPFUL information. It would be a doctor, such as an OBGYN, who makes the decision about that is correct or not. This bill could require misleading information be given to the people who need our help the most, especially misleading information about reversal potentials. I am very concerned about my future health if I stay here in Iowa. I would consider permanent birth control or moving out of state, BECAUSE OF Iowa's abortion bans and other laws like this one about pregnancy. Which is a shame as I have grown up, went to college and currently live in Iowa. Abortion bans have a proven record of leading to long term harm, both for society and women as a whole, but also women and girls who are personally pregnant. It even leads to death! Women have been bleeding out in parking lots with states that have abortion bans. If this bill passes, I will count it as just another reason to leave Iowa! I'd like to live in a state where the lawmakers actually cares about it's citizens, and that ain't Iowa.

This is hazardous and peoples lives are in danger because of this. Not the unborn, but actual physical beings who have already existed. If you are for this bill because you're "pro life", you need to consider exactly who this impacts. Lives of human beings, present day. People die from pregnancies, people don't have the financial means to provide for children, people don't have the mental capacity to be parents, people just don't want children period, and that's okay. The future will see consequences of this bill being passed, as if we aren't already in that state right now. Look at the foster care system. Look at the unhoused community. Look at the lack of support in the mental health field. Look at the applications flowing through of folks getting denied food or medical assistance. These are the areas that should be focused on, that would be more "pro life". Caring for people who are here and need you more than anyone needs this.

I urge committee members to reject HSB 186. There is no scientific or medical evidence that proves that reversing a medication abortion is possible: no clinical trials, no objective or credible data. In fact, scientific research demonstrates that it could be dangerous for patients. Research has shown that medication abortions are safe and actually safer than childbirth for many. I am happy to provide trusted research as well. This bill inappropriately intrudes upon the vital physicianpatient relationship. Iowans need to receive accurate information about all their options so they can make their own, fully informed decisions about their health, family, and future. As a future physician myself finishing up my fourth year of medical school here in Des Moines I have seen the need for accurate information given to patients because the amount of wrong information spewed towards them makes them afraid of the future. It makes me afraid of the future and what it means to be a woman in the United States. Every person in the US has the right to privacy with their provider and the decisions they make and not be forced to live under what some believe to be true.

Vote no on this bill. I am a doula, a learned individual in gynecological care around childbirth. There is no sufficient proof that "abortion reversing medication" has the intended effects. At best, it does nothing and the question is about the efficacy of the abortion medication/s already taken. At worse, it can cause harm including hemorrhaging that needs to be controlled immediately to prevent death. Studies on the theoretical reversal medications have had to be stopped early for the safety of test subjects. Not following up mifepristone with misoprostol as directed by medical professionals is dangerous to the person's health.Do not contribute to the already atrocious maternal death rate in this country and in this state.
