I have filed as an intervenor in the upcoming fight against phase 2 of the Summit Pipeline. No one represents my interests, my loss of property value except me. If i dont stand up for my rights, who will? I should not ever be penalized for standing up for myself. Please recognize that by threatening penalties, you are letting bullies win.Sincerely,Ann BokelmanHanlontown, Iowa

As an affected landowner in IUC Dockets HLP20210001 and HLP20240002,I was one of those who supported the Bremer County and Sierra Clubs motions on the standing of the Navigator easements (options) being purchased before the hearings in the new dockets. I did this because I agreed with them and because I knew it would affect many landowners in Hardin County where I live along with many other counties.I believe the decision made by the IUC on this matter was wrong. These easements should not have been allowed and the fine should have been made for each county. Summit failed to notify at least 20 landowners in Hardin County before the first informational meeting and had to hold another one in January. How many of these were former Navigator landowners? Only Summit has a list of affected landowners on their route. The IUC said they didn't even know who was on the route.

Intervenors play a vital role in IUC hearings as they make it a more fair process. I was an Intervenor at the Phase 1 Summit Carbon Solutions Hazardous Liquid C02 Pipeline hearing in Fort Dodge.

Interveners need to be respected and have a right to be heard without threat. Please move this bill forward to help civilize the IUC process.

To limit or suppress citizens with valid reasons to be included in the process is unethical and borderline communism. This was witnessed during the Summit permit hearing of late 2023. We need more transparency, not less.

I support this bill because every day citizens deserve to defend themselves and their rights without worrying about a fine for not doing things "the right way". We are not lawyers. Some cannot afford lawyers. We should be able to defend our position without fear of doing it wrong.I do think the $500 amount should be higher though. Otherwise the IUC could take the position that their staff attorney spent one hour on this and that cost was over $500. Don't give them a loophole.Thank you.

As a concerned citizen, resident, and stakeholder, I urge the committee to carefully consider the implications of imposing sanctions on intervenors in contested cases before the Iowa Utilities Commission. Intervenors play a crucial role in representing the interests of individuals and communities who may not have the resources to engage in these processes otherwise. Penalizing them could discourage valuable participation and limit the diversity of voices in these important discussions. It is essential to ensure that the process remains fair, transparent, and accessible to all parties affected by these decisions. Please prioritize the rights of citizens to advocate for their interests without fear of retribution. Thank you for your attention to this matter.

The IUC should never be allowed to sanction an Intervener! Interveners must be protected from the heavy hand of the state and and this quasi judicial body. Elected officials should be running the IUC and not Governor appointed partisan folks that seem to look after the interest of corporations and well connected donors. We must always stand on the pillars that made this republic great and must always use the most prudent of judgement in granting eminent domain and always protect property rights. I urge the subcommittee to refrain from granted the IUC any power that sanctions an intervener for any reason. Adjust the language that will reflect that please. NO sanctioning any intervener! Period. Robert Nazario, Hardin CO
