As a public land manager, the able bodied hunter does not need utv/atv access to public ground to retrieve a harvested deer. The majority of our areas are fenced around and parking areas are designated with a cable gate limiting vehicle access. How will the hunter access the property?, cutting boundary fences or the neighbors boundary fence? What happens when a hunter drives on an area and drives into a ravine and injures themself or dies? Who is responsible legally? I am not against allowing disabled hunters access to hunt or retrieve animals because they have discussed access with us prior to going in and given a map of the area's they can drive their utv/atv.
