As a current Government teacher, I think if Government/Civics is going to require a full year, I would suggest allowing districts to have it be taken as two separate 1/2 year courses. One course should be completed senior year and one in a previous grade. For example, taking Civics senior year would allow for the citizenship test (soon to be passed, if it hasn't already) to be taken and then taking Government in an earlier year would allow for students to build on knowledge from one course to the next. I would suggest a Government course as a freshman or sophomore with a full year of US History prior to completing civics senior year.
