The issue I have with HSB 14, costs for hearings is with the administrative hearing. Administrative hearings are not constitutionally sound as its proceedings are accuser, judge, jury, and enforcer.A clear violation and denial of the rights of due process as guaranteed by the U.S. Constitution. Reference: "Is Administrative Law Unlawful?" by Philip Hamburger, with 26 constitutional scholars,106 references, and 137 cases.This bill is a beginning step in the right direction of protecting innocent people.
