Charge
To study the role of teachers within school districts, assistance to teachers to foster the development of effective schools, provisions for teachers to assume a more active role in educational planning within school districts, and requirements for teacher preparation programs for the 21st century based upon recommendations of national associations and organizations that have studied teaching as a profession.
