The Senate stood at ease at 6:50 p.m. until the fall of the gavel.

The Senate resumed session, President Kramer presiding.

HOUSE MESSAGES RECEIVED AND CONSIDERED

The following messages were received from the Chief Clerk of the
House:

MADAM PRESIDENT: I am directed to inform your honorable body that the
House has on April 30, 2003, receded from the House amendment to the Senate
amendment, and passed the following bill in which the concurrence of the House was
asked:

House File 685, a bill for an act relating to and making
appropriations from the healthy Iowans tobacco trust and the tobacco
settlement trust fund.

ALSO: That the House has on May 1, 2003, adopted the following resolutions in
which the concurrence of the House was asked:

Senate Concurrent Resolution 20, a concurrent resolution
recognizing Richard and Joyce Lynch, the first recipients of the Good
Neighbor Award presented by the Department of Agriculture and
Land Stewardship.

Senate Concurrent Resolution 21, a concurrent resolution to
provide for adjournment sine die.

ALSO: That the House has on May 1, 2003, passed the following bills in which the
concurrence of the House was asked:

Senate File 348, a bill for an act relating to fishing by
establishing fees, allocating fishing license revenue to fish habitat
development, modifying trout fishing fee requirements, and providing
effective and applicability dates.

Senate File 390, a bill for an act relating to certain alternative
forms of county and city government by providing for county
