  1  4 RELATING TO FISHING BY ESTABLISHING FEES, ALLOCATING FISHING
  1  5    LICENSE REVENUE TO FISH HABITAT DEVELOPMENT, MODIFYING TROUT
  1  6    FISHING FEE REQUIREMENTS, AND PROVIDING EFFECTIVE AND
  1  7    APPLICABILITY DATES.

  1  9 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1 10 
  1 11    Section 1.  Section 483A.1, subsection 1, paragraphs a, l,
  1 12 and s, Code 2003, are amended to read as follows:  
  1 13    a.  Fishing license..................................  $ 10.50
  1 14                                                             17.00
  1 15    l.  Fishing license, seven-day.......................  $  8.50
  1 16                                                             11.50
  1 17    s.  Fish habitat fee Fishing license, one-day........  $  3.00
  1 18                                                              7.50
  1 19    Sec. 2.  Section 483A.1, subsection 2, paragraphs a, b, and
  1 20 s, Code 2003, are amended to read as follows:  
  1 21    a.  Fishing license, annual..........................  $ 36.00

  1 23    b.  Fishing license, seven-day.......................  $ 27.00

  1 27    Sec. 3.  Section 483A.1, subsection 2, Code 2003, is
  1 28 amended by adding the following new paragraph:  
  1 29    NEW PARAGRAPH.  t.  Fishing license, one-day.........  $  8.50
  1 30    Sec. 4.  Section 483A.3A, Code 2003, is amended by striking
  1 31 the section and inserting in lieu thereof the following:
  1 32    483A.3A  FISH HABITAT DEVELOPMENT FUNDING.
  1 33    Three dollars from each resident and nonresident annual and
  1 34 seven-day fishing license sold shall be deposited in the state
  1 35 fish and game protection fund and shall be used within this
  2  1 state for fish habitat development.  Not less than fifty
  2  2 percent of this amount shall be used by the commission to
  2  3 enter into agreements with county conservation boards to carry
  2  4 out the purposes of this section.
  2  5    Sec. 5.  Section 483A.6, Code 2003, is amended to read as
  2  6 follows:
  2  7    483A.6  TROUT FISHING FEE.
  2  8    Any person required to have a fishing license shall not
  2  9 fish for or possess trout unless that person has paid the
  2 10 trout fishing fee.  The proceeds from the fee shall be used
  2 11 exclusively for the trout program designated by the
  2 12 commission.  The commission may grant a permit to a community
  2 13 event in which trout will be stocked in water which is not
  2 14 designated trout water and a person may catch and possess
  2 15 trout during the period and from the water covered by the
  2 16 permit without having paid the trout fishing fee.
  2 17    Sec. 6.  EFFECTIVE DATE AND APPLICABILITY DATES.  This Act
  2 18 takes effect December 15, 2003, and applies to licenses and
  2 19 fees for fishing and fish habitat activities for the years
  2 20 beginning on or after January 1, 2004.
