EXPLANATION OF VOTE
MADAM PRESIDENT: I was necessarily absent from the Senate chamber on
March 19, 2003, when the vote was taken on the confirmation of Michael Ralston as
the Director of Revenue and Finance. Had I been present, I would have voted "Yea."
