Prayer was offered by Reverend David Ruhl, pastor of Plymouth
Congregational Church, Des Moines. He was the guest of
Representative Jacobs of Polk County.
The Journal of Wednesday, January 22, 2003 was approved.
INTRODUCTION OF BILLS
House File 48, by Jones, a bill for an act relating to formatting
standards for recording documents or instruments by a county
recorder, specifying a recording fee for certain documents or
instruments, and providing an effective date.
Read first time and referred to committee on local government
House File 49, by Greimann and B. Hansen, a bill for an act
relating to the healthy and well kids in Iowa program.
Read first time and referred to committee on human resources.
House File 50, by Alons, Arnold, D. Hanson, Baudler, Chambers,
Horbach, J. R. Van Fossen, and Klemme, a bill for an act applying the
death penalty or life imprisonment for the offense of first degree
murder, by establishing circumstances under which the death penalty
will be applied, by providing a minimum age for imposition of a death
sentence, by providing for review of death sentences, by providing for
execution by lethal injection, by amending the rules of criminal
procedure, and by providing an effective date and for the Act's
applicability.
