The House met pursuant to adjournment at 8:46 a.m., Speaker
Rants in the chair.

Prayer was offered by Reverend David Schafer, pastor of the
Clermont Lutheran Church, Clermont. He was the guest of Majority
Leader Chuck Gipp of Winneshiek County.

The Journal of Tuesday, January 14, 2003 was approved.

INTRODUCTION OF BILLS

House Joint Resolution 1, by J.K. Van Fossen, Boal, Rayhons,
Kramer, D. Hanson, De Boef, Jones, Alons, Drake, Lukan, J.R. Van
Fossen, Elgin, Greiner, Lalk, Carroll, Tymeson, Watts, Huseman,
Hahn, Upmeyer, and S. Olson, a joint resolution proposing
amendments to the Constitution of the State of Iowa relating to the
state budget by limiting state general fund expenditures and
restricting certain state tax revenue changes.

Read first time and referred to committee on ways and means.

House File 22, by Boddicker, a bill for an act relating to the
awarding of joint physical care of a child.

Read first time and referred to committee on human resources.

House File 23, by Tymeson, a bill for an act relating to
registration with the United States selective service system by
application for a driver’s license or nonoperator’s identification card
or for renewal of a driver’s license or nonoperator’s identification
card.

Read first time and referred to committee on transportation.
