1 1 Section 1. NEW SECTION. 321.183 APPLICATION FOR DRIVER'S
1 2 LICENSE OR NONOPERATOR'S IDENTIFICATION CARD – SELECTIVE
1 3 SERVICE REGISTRATION.
1 4 1. A person who applies for a driver's license or
1 5 nonoperator's identification card or for renewal of a driver's
1 6 license or nonoperator's identification card, and who is
1 7 required by 50 U.S.C. app. } 451 et seq. to register with the
1 8 United States selective service system, shall be registered by
1 9 the department with the selective service system. The
1 10 department shall forward to the selective service system in an
1 11 electronic format the necessary personal information of such
1 12 applicant, notwithstanding provisions to the contrary in
1 13 section 321.11, subsection 3.
1 14 2. An applicant's submission of an application for a
1 15 driver's license or nonoperator's identification card or for
1 16 renewal of a driver's license or nonoperator's identification
1 17 card shall indicate that the applicant has already registered
1 18 with the selective service system or that the applicant
1 19 authorizes the department to forward the applicant's personal
1 20 information to the selective service system for registration.
1 21 The department shall notify the applicant on the application
1 22 that submission of the application shall serve as consent to
1 23 registration with the selective service system, if the
1 24 applicant is required by 50 U.S.C. app. } 451 et seq. to
1 25 register.
1 26 Sec. 2. Section 321.190, subsection 1, paragraph a, Code
1 27 2003, is amended to read as follows:
1 28 a. The department shall, upon application and payment of
1 29 the required fee, issue to an applicant a nonoperator's
1 30 identification card. To be valid the card shall bear a
1 31 distinguishing number assigned to the card holder, the full
1 32 name, date of birth, sex, residence address, a physical
1 33 description and a colored photograph of the card holder, the
1 34 usual signature of the card holder, and such other information
1 35 as the department may require by rule. An applicant for a
2 1 nonoperator's identification card shall apply for the card in
2 2 the manner provided in section 321.182, subsections 1 through
2 3 3. The card shall be issued to the applicant at the time of
2 4 application pursuant to procedures established by rule. An
2 5 applicant for a nonoperator's identification card who is
2 6 required by 50 U.S.C. app. } 451 et seq. to register with the
2 7 United States selective service system shall be registered by
2 8 the department with the selective service system as provided
2 9 in section 321.183.
2 10 EXPLANATION
2 11 This bill creates new Code section 321.183 providing that a
2 12 person who applies for a driver's license or nonoperator's
2 13 identification card or for renewal of a driver's license or
2 14 nonoperator's identification card, and who is required to
2 15 register with the United States selective service system,
2 16 shall be registered with the selective service system. The
2 17 state department of transportation is required to forward to
2 18 the selective service system the necessary personal
2 19 information of such applicant.
2 20 The bill provides that an applicant's submission of an
2 21 application for a driver's license or nonoperator's
2 22 identification card or for renewal of a driver's license or
2 23 nonoperator's identification card shall indicate that the
2 24 applicant has already registered with the selective service
2 25 system or that the applicant authorizes the department to
2 26 forward the applicant's personal information to the selective
2 27 service system for registration. The department is required
2 28 to notify the applicant on the application that submission of
2 29 the application shall serve as consent to registration with
2 30 the selective service system, if the applicant is required to
2 31 register under federal law.
