criminal sentencing by permitting a conditional discharge for certain second or
subsequent offenses, creating different penalties for crimes against a person, and
reopening a sentence that requires a maximum accumulation of earned time credits of
fifteen percent of the total term of confinement.

Recommendation: APPROVED COMMITTEE BILL.
