MESSAGE FROM THE GOVERNOR June 14, 2001 The Honorable Brent Siegrist Speaker of the House State Capitol Des Moines, IA 50319 The Honorable Mary Kramer President of the Senate State Capitol Des Moines, IA 50319 Speaker Siegrist and President Kramer, The one shining light in this legislative session was the full funding of our new teacher compensation/student achievement plan. This package is a truly revolutionary approach to training and compensating teachers, and ensuring that Iowa schoolchildren get the very best possible education. Nowhere else has this been done on a statewide basis. It makes us national leaders and it has important and very positive consequences for public education and workforce development in our state. We understand that some teachers are nervous about this program. It does represent a fundamental change. We are convinced that we can make this new plan work in a way that serves teachers, students, and parents. We are hopeful the special legislative session schedule for June 19 will consider legislative action that was left incomplete at the end of the regular session. In addition to redistricting, I urge lawmakers to maintain the operations of Iowa's rural workforce development centers, to provide the option for community colleges to raise additional revenue to meet their obligations, and to provide for additional in-state electric power generation.
