to the Iowa communications network for the support of certain Part
III users, making appropriations to various entities for other
technology-related purposes, providing for the procurement of
information technology, and providing an effective date, was taken up
for consideration.
QUORUM CALL
A non-record roll call was requested to determine that a quorum
was present. The vote revealed seventy-six members present,
twenty-four absent.
Stevens of Dickinson offered amendment H-1588 filed by him and
requested division as follows:

2 1. Page 4, by striking lines 18 through 35 and
3 inserting the following: "the department of education
4 in developing this initiative."

5 2. Page 5, by inserting after line 10, the
6 following:
7 "Of the funds allocated in this paragraph "e", the
8 treasurer of state, with the approval of the director
9 of the department of management, is authorized to
10 enter into a lease-purchase arrangement under section
11 12.28 for a conversion of transmission facilities for
12 digital television for Iowa public television, in an
13 amount, excluding finance costs, not greater than
14 $23,500,000. As required under section 12.28,
15 subsection 6, the general assembly authorizes the
16 treasurer of state to enter into a lease-purchase
17 arrangement of greater than $1,000,000 for this
18 project. Annual payments for the lease-purchase
19 agreement shall be appropriated from the pooled
20 technology account. Gifts, grants, fees, and other
21 payments associated with this project may be deposited
22 in the pooled technology account to be applied to the
23 annual payments for the lease-purchase agreement."
