  1  1    Amend House File 719 as follows:
  1  2    #1.  Page 4, by striking lines 18 through 35 and
  1  3 inserting the following:  "the department of education
  1  4 in developing this initiative."
  1  5    #2.  Page 5, by inserting after line 10, the
  1  6 following:
  1  7    "Of the funds allocated in this paragraph "e", the
  1  8 treasurer of state, with the approval of the director
  1  9 of the department of management, is authorized to
  1 10 enter into a lease-purchase arrangement under section
  1 11 12.28 for a conversion of transmission facilities for
  1 12 digital television for Iowa public television, in an
  1 13 amount, excluding finance costs, not greater than
  1 14 $23,500,000.  As required under section 12.28,
  1 15 subsection 6, the general assembly authorizes the
  1 16 treasurer of state to enter into a lease-purchase
  1 17 arrangement of greater than $1,000,000 for this
  1 18 project.  Annual payments for the lease-purchase
  1 19 agreement shall be appropriated from the pooled
  1 20 technology account.  Gifts, grants, fees, and other
  1 21 payments associated with this project may be deposited
  1 22 in the pooled technology account to be applied to the
  1 23 annual payments for the lease-purchase agreement."
  1 24    #3.  Page 5, by inserting after line 10, the
  1 25 following:
  1 26    "Of the funds allocated in this paragraph "e", the

  1 31 network to asynchronous transfer mode technology in an

  1 34 subsection 6, the general assembly authorizes the
  1 35 treasurer of state to enter into a lease-purchase
  1 36 arrangement of greater than $1,000,000 for this
  1 37 project.  Annual payments for the lease-purchase
  1 38 agreement shall be appropriated from the pooled
  1 39 technology account.  Gifts, grants, fees, and other
  1 40 payments associated with this project may be deposited
  1 41 in the pooled technology account to be applied to the
  1 42 annual payments for the lease-purchase agreement."
  1 43    #4.  Page 5, by inserting after line 10 the
  1 44 following:

  1 49 12.28 for an enterprise resource planning system in an
  1 50 amount, excluding finance costs, not greater than
  2  1 $37,300,000.  As required under section 12.28,
  2  2 subsection 6, the general assembly authorizes the
  2  3 treasurer of state to enter into a lease-purchase
  2  4 arrangement of greater than $1,000,000 for this
  2  5 project.  Annual payments for the lease-purchase
  2  6 agreement shall be appropriated from the pooled
  2  7 technology account.  Gifts, grants, fees, and other
  2  8 payments associated with this project may be deposited
  2  9 in the pooled technology account to be applied to the
  2 10 annual payments for the lease-purchase agreement."
  2 11    #5.  Page 9, line 3, by inserting after the word
  2 12 "issues." the following:  "The objective of the study
  2 13 shall be to evaluate the viability of establishing the
  2 14 state of Iowa as a distance learning center.  The
  2 15 study shall identify distance learning technology
  2 16 opportunities between interested agencies and entities
  2 17 involved in or potentially involved in distance
  2 18 learning activities, including but not limited to K-12
  2 19 schools, area education agencies, institutions of
  2 20 higher learning, the public broadcasting division of
  2 21 the department of education, the department of
  2 22 education, the Iowa communications network, the
  2 23 information technology department, and military and
  2 24 private sector institutions or agencies."
