26 "Of the funds allocated in this paragraph "e", the
27 treasurer of state, with the approval of the director
28 of the department of management, is authorized to
29 enter into a lease-purchase arrangement under section
30 12.28 for a conversion of the Iowa communications
31 network to asynchronous transfer mode technology in an
32 amount, excluding finance costs, not greater than
33 $10,500,000. As required under section 12.28,
34 subsection 6, the general assembly authorizes the
35 treasurer of state to enter into a lease-purchase
36 arrangement of greater than $1,000,000 for this
37 project. Annual payments for the lease-purchase
38 agreement shall be appropriated from the pooled
39 technology account. Gifts, grants, fees, and other
40 payments associated with this project may be deposited
41 in the pooled technology account to be applied to the
42 annual payments for the lease-purchase agreement."
